Many of the people are friends and-allies, others are not. y i u Most of all, though, WESTPAC represents aresponsibility: our responsibility to provide the support and stability which is favorable to the growth of freedom and which the process of peaceful change can ultimately take the place of violence andforce as the means of change . r i g This book is directed primarily to places and people--DALE, shipmates, ports and friends, but underlying all these we cannot forget the responsibility. It has been aprivilege to sail with the men of DALE who have accepted and discharged this responsibility so outstandingly.
