•T6( Is iiofc 3 p$hft$y SMGGeSS W(p t])J yjj e o e It is with honor that we dedicate the 1963 Wolf to Mr. H. C Davis, Superintendent of Cut Bank Public Schools. Mr. Davis has been with Cut Bank Schools for thirty-five years. He did his undergraduate work at Washington State College and his graduate work at the Montana State University and the University of Washington. Mr. Davis first came to Cut Bank as a Basketball Coach in 1926. He then left for one year and returned in 1928 to assume the job of Principal. From that position he went to his present position of Superintendent and has faithfully and cheerfully done a tremendous job for over thirty years . In addition to all the time and effort that Mr. Davis has put into the schools, we find that he has found time for faithful church attendance, membership in the Lions Club, P.T.A., M.E.A., and the Masonic Lodge. Mr. Davis has also served as Past President of M.E.A., Lions Club, and he is a Past Master of the Masonic Lodge. His favorite hobbies are fishing and hiking. Jerry was killed in a car accident October 20, 1962. His untimely death came as a terrible shock to the students and the community. Even though he is gone the memory of his happy and cheerful smile will live on in our hearts. 4 We, the Seniors of Cut Bank High School, on behalf of the Student Body and faculty wish to dedicate this page in memory of Ronald Aus. As a friend and classmate to us, it becomes difficult to express our feelings. Ronnie's determination to succeed has been an inspiration to the entire school. When we seem to have a tough time and things go wrong, we just remember Ronnie’s attitude and things seem better. C. Davis One might say that the Cut Bank School system started with a definite pattern of education in 1910. It was in that year that the first unit of the old Southside building was constructed at a cost of $20,000. A graded system was set up with several teachers in charge. Homesteaders were coming into this area in large numbers, and farming was gaining in importance, due to the excellent wheat yields. William Allison was in the first graduating class of 1913. In the year of 1914 the first school bus route of District No. 15, Teton county, was established. A wagon was used as the means of transportation, with Mrs. Daisy Garske as the first driver. Cut Bank became the county seat of the newly made Glacier county during the year of 1919. The school enrollment gradually grew until 1928. when the terminal was moved to Blackfoot. This was a most serious blow to the town and school. It was thought that drastic steps would have to be taken to concur with these changes. However, the discovery of oil and gas in 1930 in this area caused a great boom in the town, and the school soon became overcrowded. The structure that we call the old gymnasium at present was started in the early part of 1930, several months before the advent of oil and gas. The bond issue called for a structure costing $40,000. The pressure for classroom space became so great in the old stucco building that even the basement rooms and old gym were used for that purpose. Tlie need for additional facilities became so great that in 1936 the first unit of our present high school building was erected at a cost of approximately $100,000. The property became available as the result of an exchange with the county commissioners, A. L. Michaels, chairman. They had previously obtained the property for the purpose of locating a court house there. The junior high and shop additions were completed in 1942 at a cost of $40,000. With the close of World War II, the need for additional grade facilities became very apparent. The patrons of the school decided that the first structure should be located on the north side of the city. The result was the new Anna Jeffries building started in 1948 and ready for occupancy in September 1950. A tract of land consisting of an area of 12 acres was donated by R. C. Jeffries. The building was named after his wife, Anna Jeffries . The completion of the new Southside grade school and addition to the high school in 1956, and the new gymnasium in 1958, brings us up to date as far as buildings are concerned. The building programs of 1956 to 1958 approached an investment of nearly a million dollars. These buildings represent the latest ideas in modern school planning. For two years the board of education, together with the school superintendent, carefully considered the type of buildings which would best serve the needs of the community. The outstanding features of the buildings are simplicity of design and economical use of materials. In the way of summary, a new building program has been completed every five years since 1930. The school administration has either been planning or superivising school construction once in every two years during that period. The new gymnasium was almost filled to capacity at the Division B tournament in 1959. The financial picture was greatly changed with the advent of the oil industry. From a taxable valuation of $1,327,354 in 1930, it has increased to $7,735,506 in 1962. A levy of 10 miles was required in 1930 to meet the requirements of outstanding warrants and interest, but was eliminated by 1940. The tax load in Glacier county at the present time is distributed in four main categories. Thirty percent of the revenue is derived from the net proceeds tax on oil, 20 percent from farm lands, 30 percent from utilities including railroads, refineries and pipeline, and 20 percent from city property. 43 It represents an excellent picture as far as diversified sources of revenue are concer ned. The budget for the elementary school was $327,000 and the high school, $189,000 in 1962. Outstanding bonds amount to $220,000 on both the elementary and high school districts after the 1962 payments. In 1936 the trustees adopted the policy of district owned and operated buses. Previous to that time the private contract plan had proven to be very unsafe and unwieldy in operation. Cut Bank now transports 280 grade and high school pupils in six district owned buses, from practically every corner of the district. The routes range in length from 24 miles to 46 miles round trip. The buses travel nearly 500 bus miles. and over 100,000 pupil miles daily. The cost for 1961-62 was 36 cents per bus mile, which is two cents less per mile than the average for the state for over 50 passenger buses. Consolidation has gradually taken place in eastern Glacier county, with only two elementary districts remaining in the high school district aside from elementary District No. 15. Consolidation and transportation must go hand in hand. There are no rural schools in District No. 15. The consolidation program has made possible a more far-sighted building program, as well as a more judicious spending of current school revenues. The transporting of large groups made it almost mandatory to provide a lunch program . That need was met with the installation of the lunch facilities in 1950 at the Anna Jeffries building. Nearly 250 pupils receive their lunch there each day, at a nominal price of 25 cents per meal. School enrollments have increased from 350 in 1930 to over 1600 in 1962. Grade enrollments have increased greatly since 1953. In 1961 the high school had an enrollment of 150 freshmen. In 1962 the high school had an enrollment of 430 students. A staff of 70 teachers is required to instruct the entire grade and high school enrollments. Of the group, 25 are men and 45 women. Nearly 90 percent have degrees at the present time. The board has a requirement that all teachers must take residence training every five years in order to keep up to date in their respective fields. The elementary and high school became fully accredited in 1926 by both the North Central and Northwest Association of Colleges and Secondary Schools. It has continuously held that high rating since that time. The high school curriculum was almost strictly academic up to 1936. With additional facilities completed in that year, a much broader offering of courses was provided. A complete commercial course, as well as auto mechanics, industrial arts and home economics were instituted, in addition to the regular academic subjects. It was felt that the needs of a great many more students could be met through a curriculum broader in scope. A course in aeronautics was started during World War II and has continued down to the present time. This includes several hours of actual flying instruction for each pupil. Driver training has been offered as an elective for the past 14 years. Over 850 pupils have received instruction through this medium. With the increased emphasis on mathematics a four year program in high school has been made possible. A much improved guidance and counseling program was started four years ago. In 1952 a Parent-Teacher association was organized in Cut Bank. It has been active since its inception, and has done much to acquaint the public with its schools. Parent-teacher conferences are held each year on school time.
