Arabian Gulf Commanding Officer USS CURTIS WILBUR (DDG 54) Commander E. J. Quinn United States Navy Commander E. J. Quinn Born in Philadelphia, Pennsylvania, Commander Quinn enlisted in the United States Navy in January 1970. Upon completion of boot camp and specialty training as an Electronics Technician (Radar), he reported to USS RATHEBURNE (DE-1057) where he served from 1971 - 1976, including two deployments to the Tonkin Gulf. Honorably discharged in 1976, he commenced his undergraduate educa- tion, earning a BA degree in Political Science at Amherst College in 1980. Subsequent to graduation, he reported to Officer Candidate School in Newport, Rhode Island, where he was commissioned an Ensign in September of that year. Commander Quinn has served in a variety of billets afloat and ashore. At sea assignments have in- cluded duty as Navigator in USS BREWTON (FF-1086); Weapons Officer in USS OUELLET (FF-1077); Combat Systems Officer in USS TEXAS (CGN-39); and Executive Officer in USS PRINCETON (CG- 59). A Navy political-military subspecialist. Commander Quinn earned an MA degree in National Security Affairs at the Naval Postgraduate School, and in International Relations at the Naval War College. His assignments ashore have included duty as Associate Chairman of the Political Science Department at the United States Naval Academy; staff officer in the Chief of Naval Operations Navay Roles and Missions Cell (N3 N5A); and duty at the Bureau of Nav al Personnel as the Surface Lieutenant Commander Detailer (Pers 411B), and later as the Surface Commander Detailer (Pers 410A). Commander Quinn ' s personal awards include the Meritorious Service Medal; the Navy Commenda- tion Medal; the Navy Achievement Medal; and the Navy Enlisted Good Conduct Medal.
