Quinn Born in Philadelphia, Pennsylvania, Commander Quinn enlisted in the United States Navy in January 1970. Upon completion of boot camp and specialty training as an Electronics Technician (Radar), he reported to USS RATHEBURNE (DE-1057) where he served from 1971 - 1976, including two deployments to the Tonkin Gulf. Honorably discharged in 1976, he commenced his undergraduate educa- tion, earning a BA degree in Political Science at Amherst College in 1980. Subsequent to graduation, he reported to Officer Candidate School in Newport, Rhode Island, where he was commissioned an Ensign in September of that year. Commander Quinn has served in a variety of billets afloat and ashore. At sea assignments have in- cluded duty as Navigator in USS BREWTON (FF-1086); Weapons Officer in USS OUELLET (FF-1077); Combat Systems Officer in USS TEXAS (CGN-39); and Executive Officer in USS PRINCETON (CG- 59). A Navy political-military subspecialist. Commander Quinn earned an MA degree in National Security Affairs at the Naval Postgraduate School, and in International Relations at the Naval War College. His assignments ashore have included duty as Associate Chairman of the Political Science Department at the United States Naval Academy; staff officer in the Chief of Naval Operations Navay Roles and Missions Cell (N3 N5A); and duty at the Bureau of Nav al Personnel as the Surface Lieutenant Commander Detailer (Pers 411B), and later as the Surface Commander Detailer (Pers 410A). Commander Quinn ' s personal awards include the Meritorious Service Medal; the Navy Commenda- tion Medal; the Navy Achievement Medal; and the Navy Enlisted Good Conduct Medal. F. Williams United States Navy LCDR C. F. Williams L ieutenant Commander Charles Francis Williams was born 6 January 1963, son of John A. and Mary Ellen Williams. A native of Oakton, Virginia, he attended the University of Virginia where he received a Bachelor of Arts Degree in History. After receiving his commission through the NROTC program in 1985, LCDR Williams was ordered to USS DEYO (DD-989) in Charleston, South Carolina, where he served from September 1986 to June 1989 as Auxiliaries Officer and Damage Control Assistant. While on DEYO he deployed to the Meditranean and the Indian Ocean and participated in ERNEST WILL operations in the Straits of Hormuz. After this initial sea tour, LCDR Williams reported to the Naval Postgraduate School in Montery, California, where he received a Master of Science Degree in Systems Engineering Command, Control and Communications, in April of 1991. Following the Department Head Course at Surface Warfare Oflfiers ' School in Newport, Rhode island, he reported for duty in San Diego, California, as the Engineer Officer in USS ELLIOT (DD-967). Having met the ship in the Persian Gulf in November, 1991, he detatched from ELLIOT while again deployed there in October, 1993. Lieutenant Commander Williams reported aboard the precommissioning unit for USS FIREBOLT (PC- 10) in January, 1994, in Little Creek, Virginia. On June 10, 1995, he assumed command of the ship during her formal commissioning ceremony on the Potomac River in Old Town, Alexandria. LCDR Williams served in command of this Naval Special Warfare ship through her initial workups and first deplyoment to the Mediterranean and Black seas. After his tour in FIREBOLT, LCDR Williams reported to Newport, Rhode Island, where he attended the Naval Command and Staff College. Following his course of study he was awarded a Master of Arts in National Security Strategic Studies. After leaving the War College he completed the Prospective Executive Officer pipeline and reported for duty as Executive Officer USS CURTIS WILBUR (DDG-54), for for- ward deployed as a component of SEVENTH FLEET in Yokosuka, Japan. D. Provancha United States Navy DCCM(SW) G. D. Provancha Master Chief Provancha is from Carlsbad, New Mexico. He graduated from Carlsbad Senior High in 1977. He enlisted in the Navy in April of 1977 and came on active duty in October of that same year. He attended recruit training and Hull Technician A school in San Diego and Treasure Island California. He was assigned to the USS OUELLET FF-1077 from May 1978 to September 1981. He left active duty in September 1981, and returned home to Carlsbad.While at home he worked as a miner and was a drilling reservist at Carlsbad, Naval Reserve Center. He returned to active duty in April 1982. Since then he has completed sea tours aboard USS MAHLON S. TISDALE FFG-27, 1982-1985, USS CLEVELAND LPD-7, 1988-1990, and USS LONG BEACH CGN-9, 1991-1993. His other assignments include Recruit Company Commander, at Recruit Training Command, San Diego California, 1985-1988, Senior Damage Control Instructor, at Afloat Train- ing Group Pacific, San Diego, California, 1993-1996, and Safety Officer, at Naval Ship Repair Facility Detachment, Sasebo, Japan 1996-1997. Master Chief Provanchais personal decorations include the Navy Commendation Medal (with gold star). Navy Achievement Medal (with two gold stars), Navy Good Conduct Medal (with four bronze stars), and the Navy Expert Pistol Marksman Medal. His other service awards include the Joint Meritorious Unit Commendation, Navy Meritorious Unit Commendation (with two bronze stars), Southwest Asia Service Medal (with bronze star), Sea Service Ribbon (with four bronze stars), Overseas Service Ribbon, Coast Guard Special Operation Ribbon, and The Kuwait (Kuwait) Liberation Medal. USS CURTIS WILBUR (DDG 54) 9 Arabian Gulf Ship ' s History USS CURTIS WILBUR is the fourth of the most powerful and survivable class of destroyers ever put to sea. She possesses the AEGIS Weapon System with the AN SPY-1 D multifunction radar, capable of detecting and engaging multiple targets; the Verti- cal Launching System, capable of storing and rapidly firing 90 missiles; the SQQ-89 Antisubmarine Warfare System with its SQR-19 towed array sonar and the new SQS-53C digital hull mounted sonar; the Harpoon anti-ship cruise missile system; and the Tomahawk land attack cruise missile system, capable of hitting targets hundreds of miles away. CURTIS WILBUR also carries improved versions of the 5-inch gun and the Phalanx Close-in Weapons System. The Arleigh Burke class destroyers represent a return to all-steel construction and incorporate electromagnetic pulse hardening, enhanced firefighting features, and a Collective Protection System to protect against nuclear, chemical, or biological contamination. The distribution of vital equipment throughout the ship, and improved blast and fragmentation protection will help enable the ship to survive a hit and continue to fight. Named in honor of the forty-third Secretary of the Navy, USS CURTIS WILBUR was built by Bath Iron Works, in Bath, Maine. Her keel was laid 12 March 1991, and she was christened just a year later, on 16 May 1992. Her maiden voyage began on 14 February 1994, when she set sail for her homeport of San Diego, California. The voyage included many hours of training for the crew, including a transit through the Panama Canal. On 19 March 1994, CURTIS WILBUR was commissioned in Long Beach, California. The Secretary of the Navy, The Honorable John H. Dalton, was the principal speaker for the ceremony. | During the summer of 1994, CURTIS WILBUR participated in RIMPAC ' 94, a major multinational exercise involving more than thirty ships as well as numerous submarines and air assets, both carrier and land-based. During this exercise, she performed duties as Air Warfare Commander. Also that summer, the Board of Inspection and Survey conducted Final Contract Trials to assess the material status of the ship. CURTIS WILBUR became the first ship of the class, and only the second ship ever to complete the examination with zero mission degrading deficiencies. In October 1994, CURTIS WILBUR became the first AEGIS ship to integrate women into the crew. CURTIS WILBUR departed on her first WESTPAC deployment on 3 1 July 1 995, transiting the Pacific and heading to the Arabian Gulf While deployed with the United States Naval Forces Central Command, she supported Operations SOUTHERN WATCH and VIGILANT SENTINEL. During 100 days in the theater, the ship served as Air Warfare Defense Commander, Surface Warfare Defense Commander, Undersea Warfare Defense Commander, and Strike Warfare Commander. CURTIS WILBUR was also a member of the FIFTH FLEET Expeditionary Task Force supporting United Nations sanctions against Iraq. In September 1996, CURTIS WILBUR became part of SEVENTH FLEET, shifting homeport from San Diego to Yokosuka, Japan. Upon arrival in Japan, she successfully completed Tailored Shipis Training Availability II and III and was the first ship to validate the Final Evaluation Period. On 15 February 1997, CURTIS WILBUR deployed with the USS INDEPENDENCE Battle Group to participate in exercises TANDEM THRUST ' 97 and COBRA GOLD. CURTIS WILBUR served as the Air Warfare Commander for the battle group. Throughout the remainder of 1997, CURTIS WILBUR participated in numerous SEVENTH FLEET Exercises, including JAVELIN MAKER, MISSILEX ' 97, ASWEX ' 97, HARMEX 97, ANNUALEX, and COMPTUEX. For her successful year and contributions to the fleet, CURTIS WILBUR was selected as Destroyer Squadron Fifteen Battle Efficiency Winner for 1997. Having earned the Battle E, CURTIS WILBUR continued her trend of excellence well into 1998, participating in SHAREM 108. While deployed from 17February 1998 to 19May 1998, CURTIS WILBUR broke new ground, becoming the first ship of her class to cross the Great Barrier Reef During this Southern Pacific Deployment. CURTIS WILBUR participated in numerous multinational anti-submarine exercises. After deployment, CURTIS WILBUR was received in Shimoda, Japan, for the annual Black Ship Festival. After the festival, CURTIS WILBUR returned to Yokosuka for her second Selective Restricted Availability (SRA). During the nine-week shipyard period, CURTIS WILBUR received numerous upgrades, including JTIDS (Link 16), JMCIS 98, and INMARSAT B. In the fall of 1 998, in addition to beginning the training cycle, CURTIS WILBUR deployed for the joint and combined Exercise FOAL EAGLE ' 98 with the Republic of Korea Navy and completed a successful Cruise Missile Tactical Qualification and Naval Surface Fire Support qualification. During the training cycle the ship certified the Main Space Fire Drill for ECERT at TSTA II and had a near flawless performance during ECERT. After completing her second complete training cycle while forward deployed, CURTIS WILBUR participated in SHAREM 127 with the Korean Navy and deployed in March of 1999 with the USS KITTY HAWK Battle Group. After completing TANDEM THRUST ' 99, an annual multi-national training exercise, CURTIS WILBUR received immediate tasking to proceed at best speed en route the Arabian Gulf. Steaming in company with USS KITTY HAWK (CV-63) and USS CHANCELLORSVILLE (CG-62), CURTIS WILBUR conducted a no-notice high speed transit and arrived in the Gulf 1 8 April. Proceed- ing directly to the Northern Arabian Gulf, CURTIS WILBUR commenced operations in support of OPERATION SOUTHERN WATCH; enforcing the Southern No-Fly Zone over Iraq and supporting United Nations Sanctions against Iraq by conducting Maritime Interception Operations (MIO) as a member of FIFTH FLEET. CURTIS WILBUR also participated in two major exercises while on her second Arabian Gulf deployment: NAUTICAL SWIMMER ' 99, a combined exercise with the Royal Saudi Naval Forces, and SHAREM 128, an Undersea Warfare exercise in the North Arabian Sea. Following port visits to Bunbury, Australia, and Phattaya, Thailand, CURTIS WILBUR returned to Yokosuka, Japan on 25 August. Highlights of the recent deployment included CURTIS WILBUR ' S outstanding crew and their continuing achievements. Forty- seven enlisted Sailors earned the coveted Enlisted Surface Warfare Specialist qualification, while five officers in the Wardroom earned their Surface Warfare Officer designation. Additionally, two First Class Petty Officers earned qualification as Officer of the Deck for fleet operations, and one earned his qualification as Engineering Officer of the Watch. Finally, seven of CURTIS WILBUR ' S outstanding First Class Petty Officers achieved career milestones as they were selected for promotion to Chief Petty Officer. In the five years since her Commissioning Ceremony, CURTIS WILBUR has proven to be an extremely versatile and capable ship. Five-hundred sixty acres in area, and home to over 26,000 military and U.S. and Japanese civilian personnel, the base hosts 1 1 afloat and 54 ashore commands, including the Commander of the United States SEVENTH FLEET, the Commander of all U.S. Naval Forces in Japan, Destroyer Squadrons 15, and Submarine Group Seven. The SEVENTH FLEET, headquartered here aboard USS BLUE RIDGE (LCC 19), patrols more of the Earth ' s surface than any of the U.S. Navy ' s other four numbered fleets. The story of Yokosuka ' s transformation from a quaint fishing village to one of the world ' s most strate- gically important naval bases began with the arrival of Commodore Perry and his Black Ships here in Yokosuka in 1853. That famous opening of Japan to the world, which led to the institution of a national Open Door trading policy, is commemorated in Kurihama ' s Perry Park about 12 kilometers southeast of thebase. ««,i«i«;iiS 5: P _: y Y -::- ■, ' In 1860, Lord Oguri, Minister of Finance to the Tokugawa Shogunate Government, called upon the French Consul General, Leon Roches, and asked for the assistance of the French government to build a yard capable of handling large ships. After the inspection of several sites, it was discovered that Yokosuka ' s topography, on a smaller scale, resembled the port of Toulon, France. Thus, it was decided to establish the shipyard here under the direction of the French engineer Francois Vemy, and to name it the Yokosuka Iron Works. Busts of both Oguri and Verny can be seen in Yokosuka ' s Seaside Park near Yokosuka JR train In 1866, the keel of the first ship at Yokosuka was laid, and in 1871, the name of the facility was changed to the Yokosuka Navy Yard. On December 15, 1884, the base received its first flag rank coni- -« mander, Vice Admiral Nakamuda. During World War I, the base was actually commanded by a member of the Japanese royal family. Prince Higashi Fushimi Yorihito. Over 100 ships were built here for the Japanese Imperial Navy, and innumerable other ships were rebuilt and repaired here through the years. While no new ships are constructed here anymore, the ship repair work performed by Yokosuka ' s proud Japanese work force is today recognized throughout the U.S. Navy as the best of any naval shipyard in the world, v During World War II, activities at the Yokosuka Navy Yard reached their peak. By 1944, the Yard covered almost 4,000 acres, stretched as far north as Oppama and Ofuna, and employed over 40,000 work- ers. In addition to the shipbuilding plant, the yard also had a gun factory, ordnance and supply depots, a fiiel storage facility, a seaplane base at Oppama, and naval air station at Nagai. The naval air field at Tachikawa west of Tokyo also fell under the operational control of the admiral in command at Yokosuka. On August 30, 1945, Vice Admiral Michitaro Totsuka, the last Commander of the Yokosuka Naval Base, surrendered his command to U. S. and British Marines and naval personnel. :{ |i N i % Today, Yokosuka Naval Base is the most important U.S. Naval facility in the Western Pacific. It has been named the best base in the entire Navy for the past two years in a row (1997 and 1998); the only base outside the continental United States to ever be selected for that prestigious award. USS CURTIS WILBUR (DDG 54) 57 Arabian Gulf Crossing the Line Ceremony Back in the old days, when sailors believed that sailing over the horizon meant falling over the edge of the earth, when the sea is much more powerful, much more deadlier, and much more mysterious than it is now, sailors conduct ceremonies created to appease the gods of the deep. One of these is the crossing of the equator ceremony, better known as Crossing the Line, or Shellback Initiation Ceremony, or more commonly, Wog Day. On July 25, 1999, the day began very early for the uninitiated. At day break, Wogs muster topside. After a healthy breakfast, the Wogs got through a series of trials to see if they are fit to be Shellbacks. Then they are presented before His Royal Majesty, King Neptune and his sidekick, Davey Jones. As they are presented, their charges are read, ask how they pleaded? Some are kept inside the pen until they ' re found ready to become shellbacks. After appropriate indoctrination, Wogs are sent to the tank of truth to be asked one crucial question, What are you? Dark blue and gold are the colors tradi- tionally associated with the Navy. Red denotes courage, white is for integrety and gold stands for excellence and high ideals. The anchor is reminiscent of maritime tradition and excellence of achievement. The gavel represents Curtis Wilbur, for whom the ship is named, as a distinguished jurist. The hammer suggests his role in shipbuild- ing revival. His major objective was to build a strong Navy to treaty strength. The gavel and hammer are crossed to express strength. The embattled bordure alludes to the fortress like q uality of a DDG ship. The eagle is adapted from the Secretary of Navy seal referring to Curtis Wilbur ' s tenure as Secretary of the Navy. The bald eagle, our national bird, is symbolic of power and authority and is indicative of Curtis Wilbur ' s support of naval aviation. The three missiles are reminiscent of a trident, a traditional symbol of sea power, and repre- sent the modern technology and power of the ship in the three traditional warfare mis- sions of a destroyer; air , surface, and subsurface, atin for Judicious Power for Country .
