SUPERINTENDENT . URSA MAJOR . GREAT BEAR MR. DAVID L. SWARTZ Education: Elizabethtown College Juniata College The Pennsylvania State College Degrees: B. A. Junia a College M. Ed. Tin Penna. State College Message to Seniors 1 congratulate the members of the class of 1948 on the successful completion of a high school course and I earnestly hope that all of you have secured while in high school some assistance in laying the foundation for future success and happiness. You are graduating at a time when two basic philosophies are contending for political supremacy in the world. The one holds that men. ordinary men. are capable of determining the policies that shall govern their everyday lives. It is the system that you have been taught in our schools, the system that has endured in this country for more than a century and a half. It is philosophy of government based on liberty, equality of opportunity, and tolerance. The other is a doctrine of both fascism and communism and it holds that the judgment of the average man is not to be trusted. The people are ruled by a party controlled by a dictator. The individual person counts for nothing; the state for everything. America can remain free from a government based on this philosophy only so long as the people of America accept the responsibilities which bring about the privileges of democracy. You who are graduating from high school must not shirk responsibilities to your community, your state, and nation. Daniel Webster once said. “God grants liberty only to those who love it and are always ready to guard and defend it”. I challenge all of you to do your part to preserve the precious heritage of American Democracy, and to lend your support in any way possible to keep America strong and to keep America free. 4 DAVID L. SWARTZ
