Flight Officer in He completed F-4 Phantom' training at A VF-101, NAS Oceana, Virginia, and was assigned to VF-41 and made two deployments in USS INDEPENDENCE KCV 621 as part. of the Sixth Fleet in the Mediterranean. In July 1970, Captain Allen reported as Assistant Professor of Naval Science at the University of Texas NROTC Unit. He completed graduate studies in International Relations, specializing in Soviet Military Affairs under Dr. Walt W. Rostow, and wrote a Master's thesis on Twentieth Century Soviet Naval Strategy. In October 1972, he reported to the F-14 Fleet Introduction Team at NAS Miramar, CA, and was assigned to VF-1 upon squadron commissioning. He made the first F-14 operational deployment in USS ENTERPRISE CCVN 651, participated in Operation Frequent Wind, and led the development of F-14 fleet tactics. Captain Allen served as the Administrative AssistantfAid to the Deputy Chief of Naval Operations fAir Warfare1 from May 1976 to June 1978. He returned to NAS Miramar as the CVW-11 Operations Officer and deployed in USS AMERICA QCV 661 to the Mediterranean in 1979. Captain Allen served as Executive Officer and Commanding Officer of VF-1 from February 1980 to June 1982. He made deployments to the Western Pacific and Indian Ocean in USS RANGER CCV 611 and qualified as OOD Underway, Command Duty Officer and Surface Warfare Officer. VF-1 subsequently won the CNO Safety Award, Admiral Joe Clifton Award and was runner-up for the Battle E Award. After graduating from the National War College class of 1983, Captain Allen served as the CNO Air Warfare Analyst, Office of General Program Planning COP- 901 ' He commanded Carrier Air Wing TWO from December 1984 to November 1985 and flew the F-14A, A-6E, SH-3, E-2C, S- 3A and EA-6B. He commanded the Amphibious Assault Ship, USS VANCOUVER CLPD 21 from June 1986 to February 1988 and assumed Command of USS CORAL SEA QCV 431 in June 1988. ' Captain Allen has accumulated over 1 3,300 flight hours and 1,200 landings in'19 different types of aircraft. Captain Allen has been awarded two Meritorious Service Medals, Navy Commendation Medal, Navy Achievement Medal, Navy Expeditionary Medal, , Armed Forces Expeditionary 'Medal and ' Humanitarian Service Medal. 1 He is married to the former Linda Bley of Milligan College, Tennessee. In September 1969, Captain O'Hearn reported to , Helicopter Attack Squadron QLightJ THREE QHAL-31 where he was assigned to Det-9 on the Mekong River in South Viet Nam. In September 1970, he returned home and proceeded to f Helicopter Anti-Submarine Squadron FIVE QHS-55. Following a three year tour at HS-5, he reported to Helicopter Anti- Submarine Squadron ONE CHS-D in Jacksonville, Florida, where he was an Instructor Pilot. Q In August 1976, Captain O'Hearn entered Post Graduate study at Monterey, California, where he receivedpa Master of Science Degree in Weapon Systems Acquisition. After graduating, he returned to HS-1 in May 1978 for carrier replacement pilot training. From HS-1, Captain O'Hearn received orders to Helicopter Anti-Submarine Squadron FIFTEEN QHS-151 for his i department head tour as Maintenance Officer and Safety'Officer. On completion of his tour with HS-15 in May 1990, Captain O'Hearn proceeded to Helicopter Anti-Submarine Wing ONE QHSW-11, where he was assigned the TAC D and E branch and Special Projects. He was then ordered to Helicopter Anti-Submarine Squadron NINE QHS-95 as Executive , Officer in March 1981. He was Commanding Officer of HS-9 from June 1983 to January 1984 and from there he went to OPNAV where he was HSXHSL mission sponsor in OP-951 from February 1984 to September 1985.-He assumed command of Helicopter Wing Reserve from January 1986 until July 1987, then reported to USS CORAL SEA in December 1987 as Executive Officer. Captain O'Hearn was advanced to his n present rank in June 1988. Captain O'Hearn was relieved as Executive Officer of CORAL SEA in June 1989 and reported to USS IWO JIMA CLPH-25 as Commanding Officer. Captain-O'Hearn has been awarded the Distinguished Flying Cross and 26 Air Medals Q21 strikelflight and 5 individual actionl. Captain O'Hearn is married to the former Maria Vlahopoulos from Athens, Greece, and they are presently residing in Norfolk, Virginia with their son, Casey and daughter, Thalia. - I ' my 8 Executive Officer, A Captain Michael S.
