Physically Handicapped Essay Contest. He proposed the new football conference originally c alle d the Ratchford Plan or Anthracite Conference. He suggested and arranged for Pottsville School District to take over and operate the NYA shop as a Veterans School. During the mine subsidence of 1940, he efficiently relocated all pupils, with a minimum of confusion, c arr ied on a good program during the five years the junior and senior high school buildings were closed and followed through on the rehabilitation of the J. W. Cooper High School. Mr. Ratchford, among other professional organizations, is a member of the American Association of School Administrators, the National Education Association Pennsylvania Education Association, the District Superintendent's Association and the local branch of the PSEA. Mr. Ratchford is a member of and active in many fraternal and social organizations. Mr. Ratchford has b e en a splendid coimselor of persons of all ages. As an expert executive and manager, he h as been a valuable adviser to the school board. His long administrative experience made him an author ity on school buildings, public relations and education in ge ne r al. Mr. Ratchford is a good speaker and writer, and his powers of leadership, c our age and adherence to right principles are unquestioned both in his public and private life. Mr. Ratchford has a strong faith in public education. He possesses an honest, sympathetic understanding of the problems of pupils and teachers alike. He will be remembered and appreciated for his gracious manner, his impartiality, his pleasing personality and his common sense judgments in all matters. To the future students, teachers and citizens of our community, we express our profound regret at the los s of such a brilliant, scholarly and capable superin- tendent. To Mr. Ratchford, the Class of 1951 wishes a long, happy life and success in all future undertakings.
