Captain Arthur was born in Wes, Delaware on Marchx 19, 1920. A From 1963 to 1965 Captain Arthur served as Commanding Officer, USS NORTON SOUND CAVM-lj, the Navyls test ship for missile sys- tems. He then served as Manager, Advanced Systems in the office of the Director, Surface Missile Systems Project until September 1967. Projects under his cognizance included the Sea Sparrow and the Advanced Surface Missile Sys- tem intended as the ultimate replacement for Terrier and Tartar guided missiles. Captain Arthur became Commanding Officer of USS COLUMBUS CCG-121 on October 5, 1967. 1 Captain Arthur has been awarded the Legion of Merit for exceptional meritorious conduct in the performance of outstanding service in estab- lishing and directing the personnel management program of the Special Navy Task Force for Missile Systems.
