He attended Chester fPennsylvaniaJ High School and the University of Pennsylvania at Philadel- phia, prior to entering the U.S. Naval Academy, Annap- olis, Maryland, in 1910. Graduated with distinction and commissioned and En- sign on June 6, 1914, he served in the Navy line until transferred to the Construction Corps of the Navy in 1917. Periodic promotions saw him advance from tem- porary Lieutenant at the end of World War 1 to the rank of Vice Admiral to date from April 3, 1945. ln 1947, after 33 years of active service, Vice .Admiral COCH- RANE was placed on the retired list. Postgraduate education in preparation for his transfer to the Construction Corps began in January 1916, was interrupted by service in the Philadelphia Navy Yard during World War 1, and was completed at the Massa- chusetts Institute of Technology in June 1920 when he was awarded the degree of Master of Science in Naval Cochrane Architecture. Significant assignments to follow included service as Technical Advisor to the United States Dele- gation to the Conference on Safety at Sea in London, duty in connection with submarine design and construc- tion in shipyards and the Bureau of Construction and Repairg and a tour as Force Constructor on the staff of the Commander Scouting Forces, U.S. Fleet. ln September 1940 he was ordered to London, as Assistant Naval Attache at the American Embassy. From January 1941 to November 1942 he was Assistant Head of the Design Division of the Bureau of Ships. Appointed Chief of the Bureau of Ships, with the rank of Rear Admiral, on November 1, 1942, he directed the Navy's shipbuilding and maintenance program during the remainder of the war. ln November of 1946 he became Chief of the Material Division in the office of thc Assistant Secretary of the Navy. ln March 1947 he was appointed a member on the President's Advisory Committee on the Merchant Marine. Admiral COCH- RANE served in this capacity until hc was relieved ofall active duty pending his retirement on November 1, 1947. He died November 14, 1959. - ' . -Q ,,, ,.....Q..- ,-. Waldeve de COCHRANE for Coveranj whose name appears on a Scottish land grant in 1262, is the first person of record in the COCHRANE line. In 1647, William Cochrane was granted the title of Baron. Lord Cochrane of Dundonald became his title in 1669, when he was elevated to the title of Earl. The exact years when members of the family settled in America are uncertaing however, it is known that several daughters and sons of the eighth and ninth Earls of Dundonald were married in New York prior to 1775. Of particular note is Thomas Cochrane, the tenth Earl of Dundonald C1775-18601, who was an Admiral of the First Rank in the Royal Navy. In 1814, Lord Cochrane was a Captain in the Royal Navy and a member of Parliament. During that year, his name became associat- ed with a stock scandal, and he was stripped of all rank and title. He then traveled to Chile where he became Commandant of the Chilean Navy. Several years later he assisted Brazil in forming that country's naval service. For this he is known as the '4Father of the Brazilian Navy. Prior to returning to Britian, he became Com- mander in Chief of the Greek Navy. Upon his return to England, he conducted many experiments and attempted to interest the Royal Navy in steam powered ships. Eventually, for his service to his own and foreign Navies, he was promoted to the rank of Rear Admiral, and later became an Admiral of the First Rank. He is buried in Westminister Abbey. The basic Cochrane crest, less the greyhounds, prob- ably originated sometime between 1262 and 1647. Sup- porters for the crest fgreyhounds in this easel denote peerage, so it is assumed that they were added when William Cochrane became a Baron in 1647. In addition to the supporters, the crest granted to the Earl Dundon- ald included a helmet on which the horse was standing. This indicated that the title of the bearer of the crest fell within a certain area of peerage. During the month of October 1969, the NASA Manned Space Flight Program again utilized COCH- RANE's Command Module recovery capability. This time COCHRANE supported the Apollo 7 Space Flight, serving as a Mid-Pacific Secondary Recovery ship. ln-November of 1968, COCHRANE was awarded the Meritorious Unit Commendation by the Secretary of the Navy for her exceptional performance during the recent- ly completed deployment to the United States SEV- ENTH Fleet. Having been designated previously as a possible recovery ship, COCHRANE, in December, steamed south with the USS YORKTOWN CCVS-IOJ and the USS ARLINGTON CAGMR-21 toward the l z., 6-4 -1 ri' Apollo 8 Primary Recovery Zone. Recovery of the Com- mand Module was accomplished by Yorktown with COCHRANE 300 miles down range in position for a contingency landing. A two week assignment in March to the Apollo 9 Recovery Force as a Mid-Pacific secon- dary recovery ship marked nearly 10,000 miles steamed in support of the National Space Agency's Manned Space Flight Program. ln June 1969, COCHRANE deployed to WESTPAC for the fourth time. She participated mainly in naval gunfire support to Army, Marine and Allied troops ashore in South Vietnam. COCHRANE also acted as plane-guard for several aircraft carriers operating in Vietnam waters and in the Sea of Japan. COCHRANE entered the shipyard for her second overhaul in February of 1970, the same' month she re- ceived notification that she had again won the Battle Efficiency E , as well as Departmental E 's for Oper- ations and Supply, the A for ASW. She deployed to WESTPAC in February of 1971 and again in August of 1973, primarily operating in the South China Sea sup- porting the effort in Vietnam. Her third overhaul com- menced in June of 1973 and included the installation of DDG-TDS and the STANDARD Digital Fire Control System update. COCHRANE escorted the USS CON- STELLATION into the Persian Gulfg conducted oper- ations in the Indian Ocean and assisted in the evacuation of Vietnam during her seventh deployment which com- menced in October of 1974. COCHRANE was never wanting for something to do between deployments. If it was not any of a dozen major inspections to prepare for, it was a major fleet exercise. The paperwork was endless: as soon as the proud ship was painted out it needed to be painted again and nobody can ever remember a time in her entire history that there wasn't at least one passageway that was secured due to wet wax. She headed West again in April of 1976 to join the Seventh Fleet. Not long after she returned she en- tered the yards for the fourth time in overhaul. She painted on Departmental E 's in Supply, Gunnery, Operations, Missiles and the Communications NC . COCHRANE passed her OPPE the first time around in July of 1978 and earned the nickname Fastest DDG in PEARL HARBOR following her highly successful full power trial. Capt. C. J. Carmody, Commander Fleet Training Group, called COCHRANE's REFTRA per- formance . . the finest noted during the past year for U.S. Navy DDG, DD and FF type ships. Similar out- standing grades on her Nuclear Weapons Acceptance Inspection maintained COCHRANE's reputation as NUMBER ON E . COCHRANE departed on her ninth deployment on 24 January 1979, but this time she left Hawaiian waters on a southerly course. Following the initiation of well over three hundred lowly pollywogs into the ancient my- stcries of the domain of Neptunus Rex, COCHRANE paid a call on the tropical islands of Samoa, Tonga, Fiji and New Caledonia, as well as New Zealand, Australia, Indonesia, Philippines, Guam and Midway to round out her first SOUTH PAC deployment. Hoff from Lowell High 1949 U.S. Naval Academy in July of that year. He graduated and was Commissioned an Ensign in June 1953. His first assignment was to USS IRWIN KDD-7945 homeported in Newport, Rhode Island. He completed his tour in the billet of Gunnery Officer. Transferring to the West Coast, he then served in USS COLONIAL ILS D-181 as Operations Officer. Thereafter he attended the U.S. Naval Postgraduate School in Monterey Ma- joring in Engineering Electronics QAcousticsj. After graduating in 1959 he commanded USS FAIRVIEW IEPCER-8501 homeported in New London, Connecti- cut. After 27 months in command, Captain Hoffman re- ported to the Office of the Chief of Naval Operations where he served as the Head of the Ship Force Level Section. Following this tour he served as Executive Offi- cer of USS TURNER JOY CDD-9511 homeported in Long Beach, California, and then as Head of the Sonar Systems Evaluation Section of the Key West Test and Evaluation Detachment, Operational Test and Evalua- wtf v WW ,. He then served as the Manager of the Shipbuilding and Conversion, QSCNJ Appropriation, in the Office of the Chief of Na- val Operations COPNAVJ. From June 1976 until 18 March 1978 he commanded USS SAMUEL GOM- PERS QAD-37J homeported in San Diego, California. Captain Hoffman has been awarded three Bronze Star Medals, two Navy Commendation Medals - one with Combat V - two Navy Unit Commendations, the Com- bat Action Ribbon and the Navy Distinquished Service Order 2nd Class from the former Republic of Vietnam. He is married to the former Anne, Lawver of Westwood, New Jersey. Following his graduation from Tuskegee he entered Navy Officer Candidate School and was com- missioned Ensign, USNR, in December 1964. He was authorized his present rank on 1 August 1977. His initial sea duty assignment was aboard USS BUCK QDDG-7611 where he served as Electronic Mate- rial Officer and Combat information Officer until March 1967. From March 1967 until September 1967 he attended Destroyer School Know Surface Warfare Offi- ccrs School Commandj Department Head Course in Newport, Rhode lsland. He was then assigned as Engi- neer Officer aboard USS O'BRlEN IDD-7255. During his tours on BUCK and O'BRlEN he made three de- ployments to the Vietnamese waters. ln May 1969, Commander Gaston joined the staff of Commander Destroyer Squadron FIVE and served as Material Officer. During this tour he made his fourth deployment to the Western PacificfVietnamese waters. ln May 1971 as Lieutenant, he reported to the Office of USN and Evaluation. ln January 1973 he was to the served as Office of the Chief of Naval Personnel Surface Warfare Assignment Officer Qdetailerj. From September 1974 to August 1976 Commander Gaston served as Executive Officer of USS CON- NYGHAM CDDG-171. Upon completion of that tour he attended the Command and Staff course at the United States Naval War College in Newport, Rhode lsland. Commander Gaston assumed command of USS COCH- RANE CDDG-215 in October, 1977. Commander Gaston's personal decorations and awards include the Navy Commendation Medal ftwo awards, one with Combat VND, the Navy Achievement Medal, the National Defense Service Medal, the Viet- namese Gallantry Cross, the Vietnamese Service Medal with six campaign stars, and the Republic of Vietnam Campaign Medal. Commander Gaston is married to the former Lillian Juanita Bonds of Dalton, Georgia. They have one child, Sonja Marie Gaston. The first thing you notice about this tiny island nation is the quiet especially when you compare a lively American weekend with the Tongan version. COCHRANE called again, this time over- night, after returning from New Caledonia. Here Polynesia meets Melanesia, and with the addition ofa sizeable Indian population and the heavy influence ofthe British Empire, the result is a cultural bizarre. All three ships of Task Group 75.2 were inport for a large diplomatic reception onboard COCHRANE. Crewmembers bartered their shoes over the side in exchange for spears, masks and carvings. Yet the language barrier proved to be a small barrier. Although New Cale- donia is the world's second largest exporter of nickel, Hospitality was definitely the major export during COCHRANE's visit. One would ex- pect this miniature version of the French Riviera to be expensive, and it was. The cuisine was incredible and the girls were tres magnifique. This tiny town on the Southern tip of New Zealand's South Island fand the world's Southernmost sea portj had little to offer our world travelers. Jaunts into ln- vercargill will be remembered for the deer farms and rolling hills covered with sheep. Sydney, Australia COCHRANE arrived in Sydney, Australia on the Queen's Birthday and promptly dressed ship for the occasion. We soon discovered that points of interest such as the famous opera house, downtown, the Rocks, and King's Cross were just a short walk from our berth at Garden ls- lund. Several ofthe wives journeyed down under to meet the ship, and World Heavyweight Boxing Cham- pion Mohammed Ali visited the ship before his exhibition bout. Sydney is Australia's largest city, and is truly world class. We enjoyed the many fine hotels, restaurants and clubs. Her harbor, busy as it was, is re- markably clean fas is all of Sydneyj. Her intriguing architecture is a blend of both old and new. Opals, stuffed koalas, sheepskins and boo- mcrangs sold well on the mess decks. We berthed at Beauty Point fan appropriate namej on the Tamar River, in Beaconsfield Town- ship. The locals were very hospitable and saved many of us the long cab ride into peaceful Launceston.
