COCHRAN Edward Lull COCHRANE was born in Mare Island, California, on March 18, 1892, son of Brigadier General Henry Clay COCHRANE, USMC Retired and Mrs. Elizabeth Ferguson Lull Cochrane, both now deceased. He attended Chester, QPennsylvaniaj High School and the University of Pennsylvania at Phila- delphia, prior to entering the U.S. Naval Academy, Annapolis, Maryland, in 1910. Graduated with distinction, and commissioned Ensign on June 6, 1914, he served in the Navy line until transferred to the Construction Corps of the Navy in 1917. Periodic promotions saw him advance from temporary Lieutenant at the end of World War I to the rank of Vice Admiral to date from April 3, 1945. Though she is the seventh guided missile destroyer to employ the single arm TARTAR launcher, she is the second ship of the class to have the bow mounted sonar. Her complement consists of 22 officers and 319 men who are provided with modern accomo- dations, including air conditioned living spaces. Built by the Pudget Sound Bridge and Dry Dock Company of Seattle, Washington, COCHRANE had about 1,500,000 man- hours of work performed on her during the 31 months of construction - from the laying of the keel to the day of delivery. COCHRANE carries the most modern weapons afloat for destroyers of her class, giving her the capability to deal effec- tively with any threat on the high seas. Considerably larger than the destroyers we have known in the past, COCHRANE is a fast, highly maneuverable ship. Her automatic combustion control l power plant enables her to carry out with great speed and mobility any task to which she is assigned. Her powerful sonar, ASROC, and torpedo installations equip her to detect, fight, and kill submarines at extended ranges. With her TARTAR guided missile she is capable of intercepting and destroying enemy aircraft many miles from the ship. This modern guided missile destroyer is equipped to meet the challenges of today and the future. USS COCHRANE joined the Cruiser-Destroyer Force, U.S. Pacific Fleet. In March 1964 as the flagship of Commander Destroyer Division TWO-FIFTY-TWO. COCHRANE's homeport is Pearl Harbor, Hawaii. In early 1965, COCHRANE made her first deployment to WESTPAC for extended operations with the U.S. SEVENTH Fleet, returning to her homeport on 1 October 1965. Between then and her second deployment in july 1966 COCHRANE operated out of Pearl Harbor on local training exercises and as a support ship of NASA's PROJECT GEMINI. COCHRANE's second deployment to the Western Pacific as a unit of the United States SEVENTH Fleet lasted from july to December of 1966, the majority of this deployment was spent in support of the United States position in Vietnam. Following this deployment it was announced that COCHRANE had won the coveted Battle Efficiency E Award for excellence during the previous 18 g months. During the month of October 1969, the NASA Manned Space Flight Program again utilized COCHRANE's Command Module recovery capability. This time COCHRANE supported the Apollo 7 Space Flight, serving as a Mid-Pacific Secondary Recovery Ship. In November of 1969, COCHRANE was awarded the Meri- torious Unit Commendation by the Secretary of the Navy for her exceptional performance during the recently completed deployment to the United States SEVENTH Fleet. Having been designated previously as a possible recovery ship, COCHRANE, in December, steamed south with the USS YORKTOWN QCVS-101 and the USS ARLINGTON QAGN-21 toward the Apollo 8 Primary Recovery Zone. At noon on Christmas Day, COCHRANE crossed the Equator at Longitude 160 degrees 45 minutes West. On her final battle problem ORI, signalling completion of Refresher Training in mid- November, COCHRANE's ASW grade achieved, was 9806 highest ever given by Fleet Training Group, Pearl Harbor, Her Engineering and Operations Department grades of Excel- lent were also high above the average DD-type ship grades in those areas. December 23 brought a Christmas Decorations contest, sponsored by the Honolulu, Hawaiijaycees and for the second consecutive year, COCHRANE won first place by a wide mar- gin. F RANCH ITED STATES NAVY Ardwin G. FRANCH was born in Charleroi, Pennsylvania on August 24, 1925. He entered the Navy V-12 Program at Pennsylvania State College in 1943, and was commissioned Ensign, U.S. Naval Reserve, April 6, 1945. He subsequently advanced in rank to that of Captain to date from june 1, 1966, having trans- ferred from the Naval Reserve to the Regular Navy in early 1946. After receiving his commission in 1945, he reported on board for the commissioning of USS BROWN- SON QDD-8681 as Torpedo Officer. Detached from BORWNSON, he joined the USS AGERHOLM QDD-8261 for commissioning and served as Torpedo, First Lieutenant and Damage Control Officer. He attended General Line School, Newport, R.I., and in June 1948 reported to USS CARMICK QDMS- 331 as Gunnery and Minesweep Officer. Following this, he served as Fire Control, and Assistant Gunnery and Air Defense Officer in USS JUNEAU from 1950 to July 1952. On board JUNEAU he participated in four campaigns in two tours of Korean action. Detached from JUN EAU, he reported as an Instructor in Strategy and Tactics at the CIC Team Train- ing Center in Boston, Massachusetts. He remained there until September 1954, then in October returned to the Pacific and became the Gunnery and Operations Officer of the USS MCKEAN QDDR-7841. While in MCKEAN he participated in two WESTPAC cruises. During the period October 1956 to March 1958 he was assigned to the G-3 Section of Headquarters of Army Forces Far East and 8th Army QRearj in Camp Zama, Japan as Liaison Officer for Gunfire and other Naval matters. In April 1958 through August 1959 he served as Executive Officer USS CHEVALIER QDDR-8051, which included a tour of duty in the Far East. He participated in the QuemoylMATSU Island operation earning the right to wear the Armed Forces Expeditionary Medal. In September 1959 he assumed command of USS TIOGA COUNTY QLST-11581, and the next month returned to the Western Pacific. Detached from TIOGA COUNTY in July 1961, he attended the General Warfare Course at the Naval War College, Newport, R.I. Upon completion in june 1962, he reported to the Office of the Chief of Naval Operations for duty as Assistant Coordinator for ,ICS matters and special staffs and activities. He assumed command of USS HANSON QDD-8321 in October 1961. While in command of that destroyer, she was engaged in Rescue Destroyer and Bombardment operations off South Vietnam. He was awarded the Navy Commendation Medal and cited as follows: F or meritorious achievement While serving as Commanding Officer, USS HANSON QDD-8321 from 12 May to 29 October 1965. Captain FRANCH operating in the hostile waters off the coast of North Vietnam, was responsi- ble for the planning, tactical employment and effectiveness of the units in disrupting the flow of war materials south . . . His courage under fire, skilled maneuvering of his units and delivery of extremely effective counterbattery fire saved his units from destruction or serious damage on several occasions. . . Throughout his assignment to these demanding tasks he exemplified himself to be an outstanding combat commander. . . In addition, he was awarded a second Navy Commendation Medal, the Combat Action Ribbon, Meritorious Unit Commendation and Navy Unit Commendation. In October 1967 he was assigned as Chief Staff Officer to Commander ASW Group ONE, embarked in USS YORKTOWN QCVS-101 and in December returned once more to the Western Pacific. During this period he participated in operations in the Sea of japan resulting from the seizure of USS PUEBLO. From these operations he was authorized a second Armed Forces Expeditionary Medal. In September 1968, he was detached from ASW Group ONE and reported as Head of the Contengency and General War Plans Section on the Staff of the Commander-in-Chief, U.S. Pacific Fleet where he remained until June 1970. In July 1970 he assumed command of Destroyer Squadron TWENTY-FIVE in Pearl Harbor, Hawaii. In addition to the previously mentioned decorations, Captain FRANCH has the Vietnamese Navy Distinguished Service Order Second Class, American Defense Service medal, World War II Victory Medal, Navy Occupation Medal, Asia Clasp, China Service Medal, National Defense Service Medal with bronze star, United Nations Medal, Korean Service Medal with 4 bronze stars, Korean Presidential Unit Citation, Viet- nam Service Medal with silver star ffive campaignsj, and Vietnam Campaign Medal with Device. He served aboard the USS KRETCI-IMER QDER-329j for two years as Electronics Material Officer and Combat Information Center Officer. Fol- lowing a six month course at the Naval Destroyer School he joined the USS LEARY QDDR-8791 in February 1963 where he served as Weapons Officer until November 1964. From the LEARY he went to shore duty at the Bureau of Naval Personnel In Washington D.C. where he was a Destroyer Placement Officer for one year and Administrative Assistant to the Surface Captain Detailer for the second year. From Washington he was reassigned to Vietnam where he served as COMMANDER COASTAL DIVISION 13 for one year. In March 1968 he joined the USS ENGLAND QDLG-221 where he was reassigned to the Naval War College as a student in the Command and Staff Course. Following War College he was assigned to the USS COCHRANE I QDDG-21j as Executive 1 Officer, reporting aboard 2 25 July 1970.
