Meet CHARLIE the COMMUTER' The curly-headed fellow that takes up most of this page is Charlie. With his slightly-dented lunch bucket, he is the symbol of the forgotten 87 percent - the bus riders. He knows what it is to shiver on an icy morn- ing, waiting for the big yellow bus and he also knows what it is to miss it and to have to come on the train Q or, worse still, to have to stay home, But don't feel too sorry for him because Charlie has a big ad- vantage - the teachers can't make him stay after school.
