Provided for in the will of Thomas G. Clemson, and later by acts passed by the Legislature of South Carolina, the Board of Trustees con- stitutes the legislative body of the college. The administration of the college is controlled by the president, who is chief executive and administrative officer of the board. Although the board does not undertake to direct the details of the administration, it does lay down the general policies. The policies expressed by the board include laws for the school, government, expendi- ture of its funds, and approval of its courses of study. GOVERNOR BYRNES and DR.
