FOREWORD To Mr. Leon Pharr Spencer in recognition of the great service he has rendered to Chowan College since his coming here over two years ago. He came when the weeds had thickly covered the campus and the dust had settled upon the interior. As the sickle met the weeds and the cloth absorbed the dust, so he met the problems and absorbed the worries in a warm and friendly manner magnani- mously giving his valuable services toward Chris- tian education. STUDENT COUNCIL The Student Goxernment Association of Chowan College was organized early in the tall term of this year in order to pro ide a just and democratic system of self-government for the student body. It is the purpose of this organi- zation to further the interest of the student body, to control all matters of conduct, to develop self-control, responsibility, loyalty, and good citizenship. All legislative powers of the student body are vested in the student govern- ment coimcil, while the Men ' s and Women ' s Judiciaries are given the judicative powers. The activities of the Student Government tor its first year of existence have been those of organizing and establishing a firm foundation by which the stu- dent bodies of future years will be able to govern themselves and accordingly be recognized as an essential element in the activities of Chowan College.
