DEDICATION In appreciation for the invaluable aid and the many sacrifices he has made for us, we, the seniors of 1962 proudly dedicate this Chiloc coan” to Carriasco McGilbra, home six instrue tional aid. Mr. McGilbra graduated from Chilocco in 1951. As a student he was active in the Aggie Club, Honor Society, Student Council and House Council. He joined the staff in 1953 as a store- keeper. In 1958 he was transferred to the guidance department. Mr. McGilbra, a former scoutmaster, is explorer post advisor, N.R.A. instructor and sponsor for the Boys’ and Girls' Rifle Clubs. Mr. McGilbra and his wife, Grace, live on the campus in Home Six. His favorite hobbies are photography and caring for tropical fish. THE CHILOCCOAN 1962 FORWARD People On The Way Up” John Glenn, America’s foremost astronaut was not the only one who went up this year. All over the United States people have been going up — maybe not into outer space but advancing to greater knowledge, to better positions and new achievements. Chilocco has assisted with this upward and forward movement by helping Indian boys and girls. The post graduate program has been expanded, the program for students below the ninth grade has been revised, and the physical plant has been improved. Related to these improvements, Indian youths have shown that they are interested in raising their level of education by accepting training in the many specialized fields offered at Chilocco. In addition to the school offering an opportunity for students to learn basic information, students may also explore some aspects of personality development which perhaps may assist them in life. It can be said that Chilocco often gives students a foothold where previously there has been none, but it is up to the individual to climb and keep climbing as far as possible. The 1962 Chiloccoan is given to students with the hope that they will continue to be People On The Way Up”. 1

ADMINISTRATIVE PERSONNEL V. Keith Kelley, Superintendent Superintendent V. Keith Kelley has served at Chil- occo in that capacity for the past six years. His first position in the Bureau of Indian Affairs was that of teacher at Cheyenne-Arapaho School. He then served as principal at the Euchee School in Sapulpa, at Pawnee Indian School, at Chilocco, and at Haskell Institute. He has received recognition for more chan 30 years of Federal service and for superior perform- ance in his present position. Mr. Kelley played an important part in raising the standards of Chilocco and Haskell to tpialify for membership in the North Central Association of Col- leges and Secondary Schools. This year Mr. Kelley attended a conference in Washington D. C. concerned with improving the qual- ity of education and also three conferences concerned with the education of Navajos. Mr. Kelley said the crip he enjoyed most was the one he made with a group of Chilocco students to attend the I960 White House Conference on Youth in Washington D. C. His interests and hobbies include gardening, golf- ing, hunting, fishing and woodwork. His principal interest is to improve educational opportunities for Indian boys and girls. Commenting about this school year at Chilocco, Mr. Kelley states VVI feel that in many ways this is the best school year Chilocco has had. We had the largest enrollment at Chilocco in recent years' . He is especially impressed by the fine group of stu- dents, their seriousness of purpose, and their appli- to studies. Dr. Leon Wall has been the principal at Chilocco for six years now. He began his teaching career in the Bureau of Indian Affairs as teacher of science and mathematics at El bo woods High School in North Dakota, where he was also coach of football, basket- ball, and track. After serving in the Army he returned to El bo woods to become principal. He then served as principal at Carson Indian School in Stewart, Nevada, as supervisor of elementary education in the Chinle and Tuba City, Arizona areas on the Navajo Reser- vation, and as education specialist in the Window Rock Area Office, in Arizona, before coming to Chil- occo. He received his bachelor of science degree in zo- ology at Oklahoma University, his master of arts de- gree in educational administration at the University of Nevada, and his doctorate in educational administra- tion at Oklahoma State University. His doctoral de- gree was earned by ten years study on the problems of teaching English to Navajo children. During this time he completed three books, a Navajo Language Gram- mer , a Navajo Language Handbook , and a Nav- ajo Language Dictionary . He was also the editor for four years of the Navajo Language newspaper, Cur- rent Events . Dr. Wall is interested in music, art and athletics of all kinds. This year he and his family vacatiooed in Old Mexico. Dr. Wall said, This has been the best school year since 1 have been at Chilocco.
