DEDICATION rdf rW8 V t The Secretary of State WASHINGTON With the democratic spirit of the times dominating the theme of this issue of THE BUFFALO we dedicate Volume X to the principles of democratic unity in the Western Hemisphere to this staunch advocate of this ideal, the Honorable Cordell Hull, Secretary of State of the United States of America. October 18, 1940 My dear Mias Chamblee: I wish to acknowledge the receipt of your letter dated October fifteenth and to thank you for your courtesy In informing me of the plana of the Charles H. Mllby High School to adopt Hemisphere Defense as the theme for its year book. As of possible interest and for such use as you may desire, I take pleasure In quoting below an excerpt from my speech to the Second Meeting of the Foreign Ministers or their Representatives of the American Republica at Habana on July 26, 1940: “By helping each other, by carrying out with vigor, determination and loyalty whatever deci- sions are reached, the American nations can build a system of economic defense that will enable each of them to safeguard itself from the dangers of economic subordination from abroad and of economic distress at home. FOREWORD JO ALLECE BRANCH and HARLEY WEBB represented Milby in the Houston Rotary Club contest for sending two high school students as emissaries to Latin-America in June, 1941 We, the staff of the 1941 BUFFALO, have tried to bring to Milby students some of the highlights of this school year and at the same time to record our ideas of the extreme importance of friendship between ourselves and our Latin-American neighbors. With this feeling dominating our national life, we have chosen Pan-Americanism as our theme. We sincerely hope this book will recall in years to come the joys and woes of our high school days and meanwhile be of some aid in cementing democratic unity in the Western Hemisphere.
