To occupy that position there must be a reason. It is my opinion from my own observations as a Scout Executive, and now the titular head of this great municipality in the Heart of America, that Kansas City's problem is not great, although there is always room and need for progress and improvement. I always point with pride to that great and magnificent youth corps of dedicated teenagers who swoop upon us annually, 12, O00 strong and capture our hearts - the FFA! Who can deny that these teenagers are our country's greatest pride and strength? But as always there are a few who seem to take delight in rebelling, who mistakenly believe that they attain Individualism by defying authority and convention. There are a few high school gangs : we have our groups who would excuse their lack of initiative or endeavor by resorting to vandalism or malicious mischief. You as students, student leaders, and the Kansas City 1eaders'of tomorrow can and should be a powerful weapon by example and attainment show the way to these disinterested few that they cannot escape their responsibilities to their homes, schools, or fellowman. They are your investment as well as we senior citizens or their parents and teachers.
