He is a native San Diegan, grew up in Spring Valley, and went to Arizona State University, San Diego State, and Ohio U. Mr. Phil Ligon hails from Kilgore, Texas, the oil capital of the world. She was born in St. Louis, Missouri, grew up here in San Diego, and went to San Diego State.
