Title IX of the Education Amendments of 1972 and the implementing regulations required the corporation not to discriminate on the basis of sex. Southeastern made it policy not to discriminate in its educational programs or activities. Since students in the Southeastern school district had previously attended class for 45 to 90 minutes longer than other area schools, the school board shortened the school day by 20 minutes. School commenced at 8:10 a.m. and recessed at 2:58 p.m.
