VICA The Vocational Industrial Club of America (VICA) is the only national organization in the United States of America serving trade, industrial, technical, and health occupation education students. VICA incorpo- rates leadership, citizenship, and character development programs and activities. Skill training is offered in America ' s schools by men and women who have worked in the oc- cupational areas in which they now instruct their students.
