CHAIN OF COMMAND Col. William R. Risher —Headmaster— Col. William R. Risher was, at one time, a member of the Corps of Cadets here at Carlisle, He graduated from Carlisle, and then went on to the Citadel to further his education and military training. Now, a “few” years later, we find him located in his office; concerning himself with the matters of Carlisle in 1974. Decisions are made every day in this room and this is the man who makes them. 4
