The first vote for reorganization, in February, 1957, failed to carry. Undaunted, the steering committee made revisions in their plan and set a second vote for May 7, 1957. The Cardinal Community School District came into being when this vote passed overwhelmingly. The merger combined nineteen smaller districts into one, covering four counties. The newly-elected school board which took office were Floyd Harmon from Eldon, Lowell Giltner from the northern part of the rural area, Clifford Moore from the southern part of the rural area, Lloyd Whitham from the Agency area and Max Willhoit from the Batavia area. Mr. Willhoit was named president of the board at their organizational meeting. One of the board s first duties was to select a superintendent. After carefully screening a large number of applicants, Robert F. Leland, superintendent of schools at Paton, was chosen. Another of the original board's activities was to select a name for the new district. Many suggestions were offered, but the board chose Cardinal Community Schools because of its meaning, which is chief and first. After advancing through the 60s and '70s, Cardinal now hopefully enters the '80s. The district has progressed and improved in the past 20 years, but even though its outer appearance has changed, the Cardinal Community School District remains dedicated to its original goal — to give students the very best education possible.
