The 1982-83 yearbook is dedicated to two of our schools finest men; Mr. Robert D. Bass who retired on November 1, 1982, and Mr. James L. Watters who retired on December 31, 1982. Mr. Bass was the schools registrar from 1967 until he retired In November. He is a member of CRACO (College Administrators and College Registrars Organization), The American Legion, Toastmasters of America and the Ma- sons. His hobbies include fishing hunting and more recent- ly golf. Mr. Bass made himself available to both students and faculty alike whenever the need arose. Mr. Watters is a graduate of New Hanover High School and attended Wilmington College. He is a Veteran of World War II and of the Army of Occupation in Germany following WWII. He retired from the Army Reserve with the rank of Captain. He was an instructor at New Hanover High School before coming to CFTI. He developed the underwater welding program at CFTI — the first and, to the best of my knowledge, the only one in a public technical institute in the United States. Mr. Watters ' ability in the welding trade is recognized throughout the country. Firms from as far away as California have used his services to test potential employees for them. We would like to thank both Mr. Bass and Mr. Watters for the many untiring hours of dedicated service that they have given the students, faculty and staff of CFTI, and to wish them the continued success in future endeavors that they both richly deserve. 28
