Screams arose from the crowd when Sue Strassburg, Queen of '63, placed the velvet robe on Linda Ruth. Crowned by Sue Strassburg, Linda Ruth became Homecoming Queen of 196U. The Duchess Gloriana of Fenwick finds no solution to the country's money problems so war is declared on the United States. She reasons that recent history shows that the United States rehabilitates its former foes and sends money and aid. Tully Bascom, the man Gloriana chooses to lead the Fenwick Army doesn't know he is supposed to lose the war - he shocks everyone by winning. This is even more difficult to believe since the Fenwick Army marches into New York City at noon carrying bows and arrows as weapons. It is a weird tradition where the winner of the drawing is stoned to death by the villagers. Some of the villagers, including Belva Summer, are opposed to this tradition. Old Man Warner is full of stories of past Lotteries, and although most of the people question the Lottery, they don't voice their opinion in public. Joe Summers reads the list of families that are to participate in this year's Lottery.
