THE SUMMIT that went bust took place in Reykjavik, Iceland. Misters Gor- bachev and Reagan could not find a middle ground to stand on concerning arms control. The Star Wars defense system was the major stumbling block in arms negofations. Tip ines up the gavel to Texan After decades in the Congress, Thomas P. “Tip’’ O'Neill retired. Texas Democrat James Wright © was elected to take over as Speaker of the House of Representatives. Wright has been a mover and shaker on the Hill for many years. His rise to the position came as no suprise to O'Neill. When the Speaker was asked who would replace him, he said, ‘’Jim Wright is the only person | can think of.”’ Surprises in Soviet ti p oviet relations There was a thaw and then a quick freeze in our relations with the Soviet Union. After two summit meetings, the super powers were no closer to arms reductions than they were five years ago. The Star Wars weapons system seemed to be the largest stumbling block in the way of a real arms reduction. President Ronald Reagan refused to eliminate the system and Soviet Premier Mikhail Gorbachev would not move forward until something changes. The two leaders did agree at the first summit to make more cultural exchanges. Soviet art has been shown in the U.S. and delegations of American citizens have traveled to the Soviet Union to meet the Soviet citizens. Things might even get better.
