EVELUDMENT DI: THE WHDLE STUDENT ince social progress in a democracy is possible only through the personal development of the individual, the first great purpose of edu- cation is to lead the child toward self-realization. He must be taught how to use the fundamental tools of learning, how to safeguard his health, how to spend his leisure in constructive recreation, and how to attain a philosophy of life that will enable him to make the adjustments demanded by life. ' Education for the building of character should be the first goal of all education. The student should be led to realize that human welfare should be placed at the top of his ladder of values and to feel that When- ever his conduct has an evil effect upon other persons, and their relations with each other, such conduct is inimical to society, even though it may bring him personal economic gain. The second goal of modern education should be training for eco- nomic emciency, In a democracy each is expected to follow the occupa-1 tion best suited to his abilities and through which he can contribute most in goods or services to the Welfare of all, It is the duty of the school, therefore, to assist the child in finding such an occupation. The third goal of this type of education should be to provide the student with a knowledge that will enable him to discharge his civic duties intelligently, with a courage to cope with those destructive influ- ences which may seek to interfere with his discharge of these duties, and with the realization that he must regard civic responsibility as the privilege of citizenship in a great democracy.

To attain this ob- jective the school must develop in the child an understanding and appreciation of those cherished ideals which for gen- erations have constituted the founda- tions ofthe democratic government upon which public education must be built.
