Secretary Frank Baker Office Manager THE BOYS STATE STORY Boys State was first organized and developed by the Ameri- canism Committee. of the American Legion of the State of Il- linois in 1934. The first year of the activity in Illinois proved beyond doubt the possibilities of the movement, and the 17th annual national convention of the American Legion, held in Septem- ber 1935, adopted the following resolution: Resolved, by the American Legion that we highly endorse the Boys State movement, and recommend that it be made an essential part of the Americanism program. The California program was started soon after Resolution No. 3 was passed at the Fifth Area Meeting at Brawley, Nov- ember 29, 1936. This resolution requested that the Ameri- can Legion Department Executive Committee set up a Boys State the following summer 09373, and that the plan be pat- terned after and carried on in a manner similar to that al- ready in operation in the Departments of Illinois, Ohio, Pennsylvania and West Virginia. The Fair-Grounds at Sacramento were chosen for the site. The State of California loaned the use of the buildings. Steel cots and straw tick-covers were borrowed from the Califor- nia National Guard. The same site has been used each year except 1942, 1943, 1944 and 1946. During the above war years the Fair-Grounds were not available because of their use by the military. ln 1942 Boys State was held on the campus of the College of Agriculture at Davis. In 1943, 1944 and 1946 we were invited to use Grant Union High School at North Sacramento. The managements of both the Agricultural College and Grant Union High School were enthusiastic about our youth program and donated the facilities of their buildings and grounds without cost to the American Legion. No session of Boys state was held in 1945 because of war restrictions on travel. THE BOYS STATE CREED AMERICAN CITIZENSHIP IS MY MOST PRICELESS POSSESSION. RIORDAN stated: The California Boys' State program enlarged and improved will be the most practical program that the American Legion can sponsor as a subsequent year activity. CHAIRMAN BERT MANN OF THE AMERICANISM COMMISSION: --- it is the most un- selfish program in which the Americanism Commission ever engaged. He urged that it be continued. Reveille at 6:30 was followed by Flag Rais mg at 7 O0 Then 15 minutes of calisthenics led by Tiny Brockelman or Pop Brorsen. Then a mad rush to the rest rooms and the chow line. One incident of life in the tent city occurred when a violent storm struck the city one night and almost wrecked the place. The details of the registration, passing out supplies and T shirts, and assisting the medical staff with the physical examina- tion are some of the responsibilities assumed by the local veterans. It is almost a tradition for the Baker family to supply the food at Boys State. First, Dewey Baker, Sr. and now Dewey, jr. together with his wife, mother, sister and other relatives manage the kitchen and dining room. After explana tion and demonstration by the Counselor, the boys are directed to proceed with the operation of city, county and state governments. They use their own good judgment in making their laws, operating their governments, and deciding the penalty for breaking their laws. A bf Q. 21 mum,-...ii f 5 BOYS NATION The two most outstanding boys from California Boys State join those from other states in a session of Boys Nation on the campus of University of Mary- land, College Park, Md. Here the boys receive in- struction in the operation of our national government. Visits are made to government offices and points of interest in and near Washington, D.C. Delegates to Boys Nation are considered Senators from their re- spective states and are given the opportunity to en- gage in legislative practice. Keen competition re- sults in a lively campaign for the election of a Presi- dent of Boys Nation. Three California boys have achieved that honor. In 1955 Governor Doug Hopper of Glendale was the first Californian to have held that office. In 1958 Lt. Gov. Dan Lund of Los Angeles and in 1959 Governor Keith julian of La- Mesa were also honored by election to the high office of President of Boys Nation. Finch Lieutenant Governor State of California Bob Finch was sent to Boys State in 1942 from Inglewood High School. He received his B.A. from Occidental and law degree from U.S.C. at each school he was student body president. After WW2 and Korean service in the Marines, Finch organized his own law firm. In the 1966 election Finch received the largest statewide Philip M. Battaglia Executive Assistant to Governor Reagan Vote of any candidate in the nation. Phil Battaglia attended Boys State in 1951 from Loyola High School. He served as student body president at Loyola, at U.S.C. and at USC law schoolg edited the Trojan Bar and founded the Tro- jan Barristers. These girls of Calif. at were chosen to Davis, june 26- attend Girls Nation july 4 This is the 24th Session of California Girls State jo Ann Yee, '66 US Senator, Beatrix Oswald, '67 Senatorg Governor Marian Jeffery, Gov. 1966 Claire Larson The American Legion Auxiliary started the Girls ' State program in California in 1940, at Grant Union High School, North Sacramento with 120 girls. The 1941 enrollment was 167. Due to the war no sessions were held 1942-1943-4-55 but resumed in 1947 with 250 girls. 1948 saw 317 girls and 1949 had 338. Sessions were then moved to Calif. junior HS, Sacramento and in 1957 moved to the UC -Davis campus . Believing that more schools in the program was more desirable than more girls from any one school Girls State has been limited to ONE girl per school, but Units can sponsor more than one school. The registration fee includes bus fare for those outside 50 miles. Gladys Farrand, a past state president of the Auxiliary, has been the Director since 1958.
