THE SUPREME COURT AND THE JUDICIAL SYSTEM Iff™ 1962 Supreme Courtin Session Joe Hernandez, Gary Barton, Mike Enfield, Center, Chief Justice Bob Justice, Nick Robinson, Bob Franklin, Tim Crater A City Jail Stan Dunn Legal Counselor OF HISTORIC INTEREST: In 1943 Chairman Ralph Mitchell announc- ed a combination essay-oratorical contest whereby a boy was to be selected in each Area to represent Boys State on a visit to the National Capitol. Contests were held in high schools , Legion Posts , Districts , and Areas. The subject was Why I want to Represent California in the U.S. Congress The area winners were Art Napeletano of San Anselmo, Harold Cook of Lodi, Ted Flynn of Glendale, John Mills of San Diego, and Tom Litchfield of San Mateo. These area winners were delegates at the 1943 session of Boys State. Here they engaged in another contest to convince the citizens which two were to be designated as Senat- ors. Napeletano and Flynn won. Legion- naire Walter Sullivan was selected to ac- company the boys on their trip. 30
