Secretary Frank Baker Office Manager THE BOYS STATE STORY Boys State was first organized and developed by tlie Ameri- canism Committee of the American Legion of the State of Il- linois in 1934. The first year of the activity in Illinois proved beyond doubt the possibilities of the movement, and the 17th annual national convention of the American Legion, held in Septem- ber 1935, adopted the following resolution; Resolved, by the American Legion that we highly endorse the Boys State movement, and recommend that it be made an essential part of the Americanism program. The California program was started soon after Resolution No. 3 was passed at the Fifth Area Meeting at Brawley, Nov- ember 29, 1936. This resolution requested that the Ameri- can Legion Department Executive Committee set up a Boys State the following summer (1937), and that the plan be pat- terned after and carried on in a manner similar to that al- ready in operation in the Departments of Illinois, Ohio, Pennsylvania and West Virginia. The Fair-Grounds at Sacramento were chosen for the site. The State of California loaned the use of the buildings. Steel cots and straw tick-covers were borrowed from the Califor- nia National Guard. The same site has been used each year except 1942, 1943, 1944 and 1946. During the above war years the Fair-Grounds were not available because of their use by the military. In 1942 Boys State was held on the campus of the College of Agriculture at Davis. In 1943, 1944 and 1946 we were inv ited to use Grant Union High School at North Sacramento. The managements of both the Agricultural College and Grant Union High School were enthusiastic about our youth program and donated the facilities of their buildings and grounds without cost to the American Legion. DEPARTMENT COMMANDER RECOMMENDS BOYS STATE AS A LEGION ACTIVITY IN CALIFORNIA In his Pepoit to the 1937 Convention Commander Thomas J. Riordan stated: Your Commander investigated the feasibility of conducting the first California Boys State, which action you instructed the Commission to t ake, and found that such a venture was very practical and certainly essential to the welfare of the youth of California, Briefly, we are pleased to report that the Boys State in this first attempt was a successful program. The Comman- der feels safe in saying beyond question The California Boys State program enlarged and improved will be the most practical program that the American Legion can sponsor as a subsequent year activity. FIRST GOVERNOR, TOM HOWARD, ADDRESSES AMERICAN LEGION CONVENTION From Summary of Procedings of 1937 American Legion Convention: Chairman Bert Mann of the Americanism Commission made his report to the convention. — He introduced Tom Howard of San Francisco, Tom appeared to be no more than 16 years of age. His poise and delivery were outstanding. He stated in part: 1 not only discovered a reality of purpose of the American Legion, but I also found our that this Legion is in a class by itself, in that it aloue, out of the hundreds of other organizations , bends its efforts toward the betterment of youth through such pro- grams as this Boys State- - - I am proud to be the first governor of California Boys State, and as such I earnestly ask you to give California youth a lift and to continue this program, Bert Mann made a plea for the continuation of the Boys State program — the practica- bility of the program is well established and it is the most unselfish program in which the Americanism Commission ever engaged. This 1938 session brought 389 boys, an increase from 254 in 1937, ijkLIHl THE AMERICANISM PROGRAM In addition to the operation of the school of practical government where the boys learn by doing, the schedule includes an Ameri- canism program. The boys are taught that love of our coun- try and respect for its flag are an integral part of the duty of all citizens. For many years P. A. Most of the Junior Counselors were Law College students. In 1940 Boys State consisted of 20 cities and 5 counties. QUALITY RATHER THAN QUANTITY An Important Decision Many Legionnaires were so enthusiastic about the success of Boys State that they wanted to ex- tend the benefits of the program to as many boys as possible. It was also good publicity for the Legion. Those closest to the operation of this youth movement recom- mended that a limit be placed on the number of boys allowed to attend. The reasons for the limitation were the long lines wait- ing for registration, chow, admission to buildings, etc, , also the limited capacity of meeting halls, the extra personnel prob- lems, discipline cases, and especially as a health precaution. Jim Howie, Chairman in 1940, had the scare of his life when three cases of scarlet fever and two cases of mumps brolce out. Activities were curtailed and all boys were rushed home as the City Health authorities threatened to quarantine Boys State. Howie wished for a limit of 600. Through some misunderstanding he failed to qualify for the Primary Election of his party so he ran as an Independent and obtained more votes than his two opponents combined. John Scott of Whittier was the Whig candidate and Robert Gross of Fresno ran on the Federalist ticket. In 1943 Albert Rubey of Hollywood was elected Governorj defeating Bob Macintosh of L. Ralph Van Courttight and the 1944 Boys State Band FOOTBALL FIELD BECOMES CAMP HAUGHTON Named after Department Commander Bill Haughton, city of tents was erected on the football field at Grant Union High School in 1944. Reveille at 6:30 was followed by Flag Raising at 7:00. Then 15 minutes of calisthenics led by Tiny Brockelman or Pop Brorsen. During the recreation period some time was spent in marching in order to make a good appearance during the march to the Capitol. One incident of the life in tent city occurred when a violent storm struck the city one night and almost wrecked the place. Hundreds of tiny frogs jumped around the field next day and found their way into pillows, pajamas, and sleeping bags. SACRAMENTO LEGIONNAIRES HELP BOYS STATE The enthusiastic reception and support given to the Boys State program by the Legion- naires of the city and county of Sacramento have been marvelous. The details of regis- tration, passing out supplies and T shirts, and assisting the medical staff with the physical examination are some of the responsibilities assumed by the local veterans. Mitch Story heads up a transportation committee which meets trains and busses. The Capital City Women ' s Post and the Virginia Boden Post alternate turns at the manage- ment of the canteen and the sale of photographs. Sloat City Wins Honors in 1951 Counselor Willard Wilt is proud of the inspection record of his city. The name of Dewey Baker is known to hundreds of boys over many years. It is almost a tradition for the Baker family to supply the food at Boys State. First, Dewey Baker, Sr. and now Dewey, Jr. together witli his wife, mother, sister and other relatives manage the kitchen and dining room. Mrs. Baker is standing between her son and husband. Visits are made to government offices and points of interest in and near Washington, D.C. Delegates to Boys Nation are considered Senators from their respective states and are given the opportunity to engage in legislative practice. Keen competition results in a lively campaign for the election of a President of Boys Nation, Three California Boys have achieved that honor. In 1955 Governor Doug Hopper of Glendale was the first Californian to have held that office. In 1958 Lt. Gov. Dan Lund of Los Angeles and in 1959 Governor Keith Julian of La Mesa were also honored by selection to the high office of President of Boys Nation. From one president to another. Contests were held in high schools , Legion Posts , Districts , and Areas. The subject was Why I want to Represent California in the U.S. Congress The area winners were Art Napeletano of San Anselmo, Harold Cook of Lodi, Ted Flynn of Glendale, John Mills of San Diego, and Tom Litchfield of San Mateo. These area winners were delegates at the 1943 session of Boys State. Here they engaged in another contest to convince the citizens which two were to be designated as Senat- ors.
