JACKSON, USN COIVIMANDING OFFICER 7 DECEMBER 1966 4 APRIL 1968 As I left Long Beach for my fourth deployment to the Western Pacific, it was a good feeling to have Captain JACKSON in command. He was experi- enced in Underway Replenishment and aware of all the changes and improvements that I experienced during my three month overhaul. Captain JACKSON began his Naval Career as a Student Aviator at the Long Beach Naval Air Training Station in August of 1941 and continuing at Naval Air Stations Corpus Christie, Jacksonville and Miami. He received his 'cWings'7 in June of 1942. During the months of July and August 1942 he was attached to ACTG, Norfolk, Virginia where he received Fighter Squadron Training and made his first carrier landing. He was then transferred to VGF 27 as the Assistant Gunnery Officer and saw combat in Africa and throughout the South Pacific. In October 1943, while l I was being commissioned and readied for service, Captain JACKSON reported to the Naval Air Station Daytona Beach for a nineteen month tour in an Instructor billet. He then served as Flight Officer with VBF-80 at Ream Field until he was released to inactive duty in October 1945. In November 1946 he was recalled to active duty and reported to VF-11, embarked in USS VALLEY FORGE, as the Gunnery Officer. During this tour the Happy Valleys' made a Round the World Cruisew. From August 1948 to December 1950 he attended the University of California at Los Angeles and the General Line School. January 1951 brought Captain JACKSON a set of orders to USS BOXER as Assistant Air Officer. While on the BOXER he made two tours to the Western Pacific in support of the Korean Conflict. From they BOXER he reported to VF-112, embarked in USS KEARSARGE, as Executive Officer and later as Commanding Officer. While in KEARSARGE he completed one tour to the Western Pacific, again in support of South Korea. The next 39 months was spent in St. Louis, as an Assistant BAR Test Pilot. Back to sea, this time to USS MIDWAY for an eighteen month tour as Air Officer. During this time the IVIIDWAY operated with the Seventh Fleet in the Taiwan Straits during the emergency that was taking place with the offshore islands. Another set of orders. This time to Hawaii for assignment as AAW Officer on the Staff of Commander in Chief, U. S. Pacific Fleet. After two years in the wonderful environment of Hawaii, Captain JACKSON reported to Washington for a tour with Carrier Suit Branch of the Bureau of Weapons. Two years later brought Captain JACKSON back to the Pacific for an assignment as Assistant Chief of Staff for Operations, Plans and Readiness on the Staff of Commander Service Group THREE. Upon completion of this 30 month tour he was assigned as Commanding Officer, Naval Weap0nS Evaluation October 1966, and on 1 December 1966 he arrived by helicopter, landed on my fantail, and one week later on 7 December 1966 assumed command.

Captain PHELPSg,,colorful career began in July 1942 as a Midshipman at the U.S. Naval Academy. After graduation in Juneg1945 he spent a month at the U.S. Naval Air Station, Jacksonville, Florida for aviation familiarization prior to reporting to USS BELL as First Lieutenant and Assistant Gunnery Officer. In March 1946 Captain Phelps reported to the USS MYLES C. FOX and served as First Lieutenant, Gunnery Officer and Engineer. World War H in the Pacific ended during the second deployment of the FOX to the Western Pacific. During his tour aboard the FOX Captain Phelps was accepted for Submarine Service. He was transferred in December 1947 and reported for a six month training period, to the U.S. Naval Submarine School, New London. Upon completion of uSub School Captain Phelps served as Electrical Officer and Gunnery Officer in USS CORSAIR. He attended a three month course in Electronics and then reported aboard USS SPIKEFISH in January 1951. While aboard SPIKEFISH he served as Engineer Officer, Operations Officer and Supply and Commissary Officer. Upon departure from SPIKEFISH he returned to the Naval Academy as Instructor of Marine Engineering for a two year period. This tour completed he returned to the submarine service as Engineer Officer, Operations Officer and Executive Officer of USS POMFRET. Two and one half iyearsiaboard POMFRET slipped by and shore duty called. From December 1956 to April 1959 Captain Phelps was assigned to the Staff of Commandant ELE-VENTH Naval District in San Diego, California. In April 15959 he reported to the Submarine Prospective Commanding Officer School in Pearl Harbor for a three month course prior to assuming command of USS, RATON in June. While in command of RATON he completed two deployments to the Western Pacific. August 1961 brought another set of orders. Captain PHELPS reported to the Staff, Royal Canadian Maritime Command, Pacific for assignment as Submarine and Surface Operations Officer. He was the first USN officer to serve in this capacity. Three years later he returned to Hawaii and assumed the billet of ASW Protection of Shipping and Current Operations Officer on the Staff of Commander Anti- Submarine Warfare Force, Pacific. In late March of 1968 Captain Phelps departed CAPTAIN H' E' PHELP3, USN Hawaii and flew the Pacific to meet me COMMANDING QFFICER in Subic Bay, Republic of the 4 APRIL 1968 - Philippines. On 4 April 1968 at PRESENT colorful ceremonies held at sea, he relieved Captain ' Jackson and assumed command.
