On May 15, 1963, the Kansas State Legislature adopted legislation reor anizin S S the then existing over 1300 school districts into approximately 390 unified districts. The reorganization was one of the most progressive steps initiated in Kansas edu- cation since statehood in 1861. The pur- pose of reorganization was to provide larger administrative units and more com- prehensive and economical education of Kansas students. Through this legislation Unified School District 5360 was organized under legal petition of the then existing board: Howard Lowe, chairman, George K. Reeder, Frederick Thompson, Dr. H.C. Schoon- over, Lewis Neal, and Dr. I. E. Turner. In April of 1965 the Interim Board was elected: Lewis Neal, chairman, Howard Lowe, Bob Neal, Richard Barrett, Robert Ward, and Don Hamma, members, and working with Clarence S. Martin, Super- intendent of Schools, developed policies for the new U. s.D. ffaso. On July 1, 1966, the Interim Board relieved the existing board of District 320 of the responsibility as the official governing body. The newly organized U. S. D. 94360 has an area of 195 square miles and a total taxable school evaluation of 7. 8 millions of dollars. The U. S.D. maintains four attendance centers, three in the city of Caldwell and one in Corbin. As of Septem- ber 15, 1966, the district is providing education Kindergarten through 12 for 578 students. All schools of the unified district are fully accredited by the State Department of Public Instruction, and in addition the high school is accredited by the North Central Association. The patrons of U. S. D. 4360 can and should be proud of the educational offer- ings in their schools, and the minimum of transitional difficulties involved in reor- ganization. New ideas in any field must be developed by prudent and conscientious planning. Kansas has responded well in her responsibilities to her citizens in providing a better and more economical system of education for all. We can be very proud of the leader- ship at all levels-State, county, and local- that have aided in the reorganization of our Kansas educational system. A new family important to the Cald- well School System this year is the Don Goff family. Mr. Goff is the new Cald- well School District's Superintendent. Mr. and Mrs. Goff were reared in nearby Deer Creek, Oklahoma, but came to Caldwell from Tribune, Kansas, where Mr. Goff was full time principal and counselor. Their children are from LEFT TO RIGHT: STANDING: Kirk, 15, King 9, Kelly 17. Board Of Education The Board of Education acting as the governing body of any edu- cational system has the responsi- bility of providing the most suitable educational opportunity for all students under their jurisdiction. ' The Board in discharging this general obligation has other specific responsibilities: To develop policies for the administration of the total educational program. To provide adequate facili- ties for the educational program. To provide adequate pro- fessional instructional staff. To provide constant evalua- tion of the total educational program. To provide the necessary finan- cial support for the education- al program's needs. The individual who obligates himself to such a task with his only reward being a lasting satisfaction of performing a vital Civic service is to be greatly commended. 3' Robert Ward ang-9' -i11?SE :,':1 ':z::' Sli f. Speaking on behalf of the staff, We hope that your experi- ences - both curricular and extra-curricular, have been pleasant and satisfying memories this school year. They try to provide the needed leadership for many projects, such as improving school spirit and sportsmanship, encouraging better student be- havior and dress, and keeping the appearance of the school building neat and clean. This year the Stuco has a continuing project of raising money in order to have a foreign exchange student at Caldwell. In this project the members of all the organizations are able to help. Another project of the Student Council is the school parties held after each home Friday ball- game. These get togethers are held in the Activity Room. The Stuco's Work is never ending, and they are to be complimented for the effort and diligence they put into this Work. MR.
