A committee is appointed to draw up prelimin- ary plans. These plans are placed before the Represent- ative Council for a vote. If accepted, each Representa- tive takes the question back to his advisory group for discussion. If a majority of the students agree to the pro- posed project, it is placed before the Student Council for a final vote.
