placing the blame if it ' s snowing madly . . . and there ' s five feet of snow on the ground . . . but the schools remain open . . . don ' t blame the principal . . . if the reading list calls for david copperfield . . . when catcher in the rye seems more inviting . . . don ' t blame the teacher . . . the board of education operating from their offices in the archaic high street building is responsible . . . the men and women of the board . . . devote their time and effort to making the decisions that schools must abide by . . . and take as much care in deciding what appetizing treat will be on the menu ... as they do in planning the english curriculum
