Every child is guaranteed an equal opportunity for formal education. In most instances, education is left to the state and local government. By doing this, an educational system suitable to the local situation can be developed. In contrast, education in most other countries is controlled by the central govern- ment and does not leave such authority to the state or local government. We urge each of you to take advantage of the educational opportunities being offered and remain in school until you graduate.
