I I 7 I I I I I I I I I II I I , I I I s e I I i I I r l Q Upon graduation from the U. S. Naval Academy in June 1937, Captain Colbert was ordered to duty in the U. S. S. YORKTOWN fCV-13I in the rank of Ensign and served in her from commissioning un- til July 1939, when he was assigned to the U. S. S. BARKER IDD-213I, in the U. S. Asiatic Fleet. In 1942, BARKER joined the Atlantic Fleet, and as a Lieutenant Commander, Captain Colbert be- came her Commanding Officer. In September 1944 Lieutenant Commander Col- bert reported as Commanding Officer of U. S. S. MEADE IDD-6021, then in the Pacific Fleet, and remained in that command until the end of World War ll when he was promoted to the rank of Commander and assigned to the Bureau of Naval Personnel. For the next two and one half years he served as Personnel Planning Officer in connection with the establishment of the Post War Naval Reserve Program. In June of 1948, he was ordered to London, England where he was assigned as Aide and Flag Secretary to Admiral R. L. CONNOLLY, USN, CINC- NELM. Two and one half years later, at the completion of this tour, Commander Colbert was married to the former Prudence Ann Robertson of London, England in ceremonies at St. Pauls, Knightsbridge. On December 19, 1950, Commander Colbert re- ported for duty in the office of the Chief of Naval Operations where he was assigned to OP 35, the Politico-Military Affairs Division. During this as- signment he accompanied Admiral Forest SHER- MAN, USN, CNO as his special assistant on a visit to Spain to initiate negotiations for U. S. Base Rights. Commander Colbert was with Admiral SHERMAN when he tragically died in Naples, Italy in August 1951. Upon completion of this tour in Washington, Commander Colbert reported to the U.S.S. ALBANY CCA-1233 as Executive Officer. After two years in this assignment, during which ALBANY was Flag- ship of COMBATCRULANT, Commander Colbert was ordered to the Naval War College, New- port, Rhode Island, as a student in the Naval War College. In October 1955 he was promoted to the rank of Captain. Just prior to com- pletion of his course, in the late spring of 1956, Captain Colbert was assigned to organize and act as director of a new course for Senior Free World Naval Officers. This course was es- tablished by Admiral Arleigh BURKE, USN, CNO, in August 1956 and included student representa- tion from up to 30 allied and friendly countries. After two years in this assignment at the Naval War College, Captain Colbert was ordered to the Joint Staff, Joint Chiefs of Staff in Washington, D.C. He was assigned to the Long Range Plans and Basic War Plans Branches in the Plans and Policy Directorate during this tour. On June 4, 1960, Captain Colbert assumed com- mand of U.S.S. ALTAIR CAKS-323, serving in this capacity until he assumed command of U.S.S. BOSTON ICAG-ll on October 7, 1961. On 7 February Captain Colbert was relieved as Commanding Officer of BOSTON and shortly gfereafter, reported to duty in the Washington, .C. area. CAPTAIN RICHARD G. Captain Gayle C. FOLTZ was born in Glendale, California on May 28, 1918 and entered the senlice as a Reserve Midshipman in August 1940 with a Reserve Cruise on board USS TUSCALOOSA. He attended Northwestern University from March 1941 to June 1941. From 1941 to 1943 he senfed in the USS WESTPOINT CAR-233 and in November 1943 he commissioned and took command of the USS LEOPARDUX-1221. ... ...- .1 .... .-.. .4..-. 14.4 :fl-a.f--u1- He attended CommandlStaff Course from July 1945 to December 1945 at the Naval War College, after which he was assigned to Commander Car- rier Division FIFTEEN as Staff Communication Officer from 1946 to 1948. From July 1948 to June 1949 he attended the Gen- eral Line School at Newport, Rhode Island after which he was assigned to the U. S. Navy Post-Grad- uate School at Annapolis, Maryland as Administra- tive Assistant, following this with a tour of duty on board the USS EPPERSON CDDE-7193 as Execu- tive Officer, and then served as Commanding Offi- cer, USS SPROSTON CDDE-5771 from March 1952 to May 1953. ln June 1953 he was assigned to Staff, SACLANT as Training Officer. A tour with the Navy Group, JUSMAG, Turkey followed this assignment. In January 1959 he was ordered to duty as Executive Officer, USS NORFOLK CDL-11 where he served until March 1960. He was then assigned to the faculty, Armed Forces Staff College, Norfolk, Virginia as Assistant Director, Academic Planning Division. Captain FOLTZ received orders in May 1962 to proceed and report to Commander Cruiser Division FOUR as Chief of Staff and Aide. On 1 July 1962, as a result of reorganization of the Cruiser-Destroyer Forces, U. S. Atlantic Fleet, Commander Cruiser Division FOUR became Com- mander Cruiser-Destroyer Flotilla TEN. In addition to the Bronze Star with Combat distinguished device, Captain FOLTZ has been awarded the American Defense with Bronze A , European - African - Middle Eastern Campaign Medal, Asiatic-Pacific Campaign Medal, World War ll Victory Medal, National Defense Service Medal, Korean Service Medal, and the United Nations Service Medal. In 1942 Captain FOLTZ married the former Theone Jensen of Los Angeles, California. They have three children, Jeffrey G., 15, Vickie L. 12, and Merrill S., 8. CAPTAIN JAMES G. ANDREWS 7 February 1963 - ICE ,.., . 7,8 Captain James G. Andrews graduated from the U.S. Naval Academy, Annapolis, in 1938. He began his active naval career aboard the cruiser INDIAN- APOLIS KCA-35I, but soon became interested in submarines. He was subsequently assigned to the Naval Submarine School at New London, Con- necticut in September 1940. Upon graduation, gi? first submarine assignment was aboard the - 3. During World War ll, Captain Andrews served as Executive Officer of the U. S. S. ASPRO' lSS-309I, which operated in the Pacific theater. While serv- ing in the ASPRO, he was awarded 2 Silver Stars and 2 Bronze Stars. He commanded three sub- marines-the SABALO CSS-3021, the BLACKFIN CSS-3221, and the SEA DOG CSS-401i-in the latter days of the war and in the post-war period until July 1949. Captain Andrews' other duty assignments have included the Naval War College, as a student from 1949 to 1950, duty in the Training Division of the Bureau of Naval Personnel, Flag Secretary to the Atlantic Fleet Submarine Force Commander, Com- mander of Submarine Division 101, duty with the Atomic Energy Division of OPNAV, and duty at the National War College until July 1958. From that time until July 1959, Captain Andrews commanded the submarine tender U. S. S. SPERRY CAS-121. He then served on the Staff of the Com- mander in Chief, U. S. Naval Forces Europe, with headquarters in London, England, until he be- came BOSTON's Commanding Officer on February 7,1963. Captain Andrews is married to the former Shirley Wiede of East Orange, New Jersey. They have two daughters, Susan, a sophomore at Wellesley Col- lege, and Nancy, ten years of age. Captain and Mrs. Andrews reside in Cohasset, Massachusetts. ,mm I
