From the official borough records, Volume 1, we find the record of the first Town Council. The duly elected members were: 'Messers John D. Hieber, Edward P. Thomas, John D. Robert- son, George Keil, and J. L. Loyd. They met pursuant to the call of Mr. Henry Ochse, Burgess, in the Etna School House at 6:00 o'Clock p.m. for the purpose of organizing the Council. '4John S. Smith, Esq., being present administered the following oath of office to the Burgess and each member of Council. The oath was as follows: Hive do solemnly swear that we will support the Constitution of the United States and the Constitu- tion of the state of Pennsylvania and perform the duties of our respective offices with fidelity. Xxx .-. - -..,--- ......- I , STRUCTURE OF GOVERNMENT On July 19, 1884, Etna was divided into three wards by the Court of Quarter Session of Allegheny County. The first and third wards were divided into two dis- tricts, since each of these wards were larger in popula- tion than the second. Each ward elects three members to council for a four year term. Three auditors who audit the borough and school district records are elected at large for a six-year term. Two justices of the peace are elected at large for a six-year term and ' tual each ward elects a constable for a six-year term.
