City Youth Council The City Youth Council, open to all students of Bluefield High School, has undertaken a major project this year--that of instituting a youth ad- visory council in the Mercer County traffic court. This advisory council would advise the judge in cases concerningjuvenile offenders. If the coun- cil proves satisfactory, it is hoped that it will be instituted in juvenile court.
