The BLACK was built by the Federal ShipbuifaYng and Drydock Company in Kearny, New Jersey, and launched on 28 March 1943. She is named for the late LCDR Hugh David BLACK, USN, Commanding Officer of the fourstack destroyer U. S. S. RUBEN JAMES which was torpedoed by a submarine in the North Atlantic in the fall of 1941. Upon commissioning and completion of shakedown, the BLACK reported to the Pacific Fleet for duty. During World War Two, the BLACK took part in operations in the Marianas, Marshalls, Solomons, and Philippines. After ling a most impressive record of action, the BLACK was sent for a ro month overhaul in San Francisco, to lick her wounds. The BLACK gain sailed for the Western Pacific and from then until the end of the —ar, operated in waters off the coast of Japan.

Jn mothballs from 1946 to 1951, the BLACK again returned to service during the Korean Campaign. She has since been serving with Destroyer Divisions 92, 191, and 192, making yearly deployments to the Western Pacific. ribbons. The BLACK displays on her bridge replicas of the following battle • (1) ASIATIC-PACIFIC THEATER RIBBON-6 CAMPAIGNS. (2) PHILIPPINE REPUBLIC PRESIDENTIAL UNIT CITATION (3) NAVY OCCUPATION SERVICE MEDAL (4) KOREAN SERVICE MEDAL (5) KOREAN PRESIDENTIAL UNIT CITATION.
