The City of Oakland has come of age in the ecclesiastical sense. At last the Holy See has deemed our city and the county of Alameda worthy of a resident Bishop. His Excellency the Most Reverend Floyd Lawrence Begin comes to us from the City of Cleveland, Ohio. He brings to us the experience of thirty-five years in the Priesthood and fifteen years a Bishop. Therefore he is no stranger to the -needs of the Church, nor to the constant problems involved in the santication of the faithful. Our -Bishop, too, is a scholar. He possesses doctoral degrees in Sacred Theology, Philosophy, and Canon Law. From the wisdom .of these three sciences come the tools of his craft, and these he will utilize in the demand- ing work ofthe Church. We deem it an honor to know this dignity of our city and county in this new confidence shown by our Holy Father. We rejoice in the welfare and advancement of the Church evident in this new policy. We are grateful to the other bishops of the greater Archdiocese of San Francisco who pre- pared for this day. We join with all Catholics and other religions in thank- ing God for the blessings inherent in this appointment. Bishop 0,Dowd High School, in deserved memory of that great Bishop who gave us his name, with its faculty and students pledges continued and filial prayers for our new Shepherd that God may ever guide his counsel and decision for the upbuilding of the Church of Cod, and for the greater prosperity of civic life.
