Dr. Whittier began his career as a teacher in Chicago. He was graduated from the University of Chicago with a BA. and also received his MA. and PhD. from the same school. He was a Fellow in Education in Chicago and interned in Administration in the Oak Park, Illinois School System. He has taught at Iowa State Teachers College, was a principal in Davenport, Iowa, St. Peters- burg, Florida, and Assistant Superintendent of Schools in Pinellas County, Florida.
