Bnard nf Education HIGH AMONG THE SERVICES that man can render to his fellow men must be ranked the work of School Board members. Theirs is the responsibility by law to establish and maintain an adequate school system so that students and faculty together may part the dark curtain of ignorance, and eliminate the bias and discrimination which have no place in a society of free men. Early in our nation's history it was recognized that our society could not exist without an enlightened citizenry. The job of education was established as a function of the state, and by the states was referred to the local communities where voters elect their rep- resentatives to serve without pay in the vital function of educating the youth. Two-fold is the function of education: to perpetuate our democratic wayof life with the heritage of culture on which it is based: and to train the youth to individual competence for participation in our type of society. To open the door of opportunity for youth is the function and service of the Board of Education. I. H. EVANS
