BOARD OF EDUCATION Row 1: Laurence R. Kinsley, Mrs. Celia Arnold, Harlan Rowe, Dr. Ralph Gregory, Robert Fraley Row 2: Wallace Nichols, John W. Watson, Carl Morris, Dr. Clifton J. Lynch Athens Area High School, Smithfield, Ridgebury, and Ulster High School, Main Elementary, Willow, Street, Helen Minard, Audrielle Lynch, and Ulster Sheshequin Elementary are the seven schools under the jurisdiction of the Athens Board of Education. The board is responsible for the hiring of teachers and all other personnel to staff these schools. Another facet of the board's work is the establishing or determining of school policies. Salary schedules, tax rates and budgets are decided upon by the school board. Other duties performed by these nine men are appropriating money for building maintenance and approving school sponsored class trips. This year's president is Mr. Harlan Rowe, who has been a member for seventeen years. A mechanical superintendent with The Evening Times, Mr. Rowe resides in R.D. 412 Athens. Dr. Ralph B. Gregory, vice president, is sewing his ninth year on the board. He lives at 208 South Street, Athens, and is an optometrist. Serving as treasurer for the board is Mr. Robert Fraley of 202 W. Cooper Street, Athens. He is a garage service manager and has also been a member for nine years. Dr. J. C. Lynch, a local general practitioner, lives at 304 North Main Street, Athens. He has been a member of the board for nineteen years. Another long term member, Mr. Fenton R. Murphy, has been on the board for sixteen years. He lives in R.D.1i1 Ulster where he is a dairy farmer. Mr. John W. Watson has been a member twelve years. He is an engineer at the Ingersoll-Rand and resides in R.D.ilf1 Milan. Mr. Carl A. Morris has been with the board eight years. A supervisor at the Ingersoll-Rand, he lives in R.D.ii1 Athens. Mr. Laurence Kingsley of East Smithfield, second vice president of the board, is a lumberman. He has been a board member for seven years. Mrs. Celia Arnold, although not a member of the school board, has served as its secretary for twenty years. A secretary in the high school as well, Mrs. Arnold resides at 703 North Main Street, Athens. This year the Board of Education has begun planning a new junior high or middle school. This school would be attended by students in the sixth, seventh, and eight grades. Such an arrangement would alleviate the problem of the presently over crowded high school. Architects have already begun drawing up plans which once state approved, will be carried out by the school board.
