The role of the Chief is middle management, responsible for people, equipment, parts, tools and time. Even more important than management is their role as senior enlisted leaders. All Navy persons have been affected by a Chief, including junior officers, Whose training is largely the re- sponsibility of the division Chief. No other military ser- vice elevates the E-7, E-8 and E-9 community and bestows upon them the increased leadership and respon- sibility that is shouldered by the Chief Petty Officer. The Navy recognized the term Chief Petty Officer as early as 1865. Through 1881, Chief referred to the title or function of specific jobs, but were not truly Chiefs until 1893 when the Chief Petty Officer rate was officially established. An executive order issued by President Benjamin Harrison on 25 February 1893 gave a pay scale for Navy enlisted which was divided by rate and included Chief Petty Officers. The first Senior and Master Chief Petty Officers Were authorized by the Secretary of Defense in 1957, with the first being rated in November 1958. The Chief Petty Officers of the USS ARTHUR W. RADFORD carry on the tradition of Chiefs before them and are the finest group of leaders on the waterfront anywhere. 12
