CASPER, OF ROSELLE PARK, N.J., BEGAN HIS NAVAL I CAREER AS A QUARTERMASTER IN 1942. AFTER A YEAR AND A HALF IN THAT RATE, HE WAS SELECTED FOR NAVY SPONSORED UNIVERSITY TRAINING. IN 1946, CAPTAIN CASPER WAS GRADUATED FROM YALE UNIVERSITY AND WAS COMMISSIONED IN THE RANK OF ENSIGN FOLLOWING THE SECOND WORLD WAR, CAPTAIN CASPER WAS ON INACTIVE DUTY UNTIL THE KOREAN CONFLICT BROKE OUT HE THEN SERVED IN SEVERAL DESTROYER AND DESTROYER DIVISION STAFF BILLETS IN TASK FORCE 77 FOLLOWING KOREA, CAPTAIN CASPER STUDIED COMMAND COMMUNICATIONS AT THE U S NAVAL POST GRADUATE SCHOOL, MONTEREY, CALIFORNIA CAPTAIN CASPER REPORTED ABOARD USS PETERSON IDE 1521 FOR DUTY AS EXECUTIVE OFFICER IN 1956 TWO YEARS LATER HE ATTENDED THE COMMAND AND STAFF COURSE AT THE NAVAL WAR COI.I..EGE AT NEWPORT, RHODE ISLAND AND IN 1960, HE ASSUMED HIS FIRST COMMAND, USS TOM GREEN COUNTY CI..ST 1159, HOME PORTED IN YOKOSUKA, JAPAN AFTER TWO YEARS IN TOM GREEN COUNTY, CAPTAIN CASPER SERVED IN SEVERAL BILLETS IN THE WASHINGTON AREA, INCLUDING DUTY WITH THE NAVAL COMMUNICATIONS STATION, WASHINGTON, THE OFFICE OF THE CHIEF OF NAVAL OPERATIONS, AND THE DEFENSE COMMUNICATIONS ENGINEERING OFFICEr MOST RECENTLY, CAPTAIN CASPER HAS SERVED AS COMMANDING OFFICER, USS GEORGE K MACKENZIE IDD 836, l HE ASSUMED COMMAND OF USS ANNAPOLIS IAGMR-IJ ON 9 JANUARY 1967.
