Kotter over top President Dodge’s campaign manager James Butcher expressed his disbelief that Dodge had lost the election in Puerto Rico. We were counting on winning Puerto Rico, after all the President was the one who made them a State, it’s the least they could do.” Campaign manager for President Elect Kotter, Jody Gowell was less surprised with the outcome. “We were confident that we had the peanut-vote. We thought that alone would be enough to put us over the top.” Puerto Rican Governor Carlos Romero Barcelo could not be reached for comment.
