The scene on the flight deck was one of jubilation when Phantom 212 made a low pass over the deck and cut in his after- burners. Dr. George E. Mueller, Director of the Gemini and Apollo Manned Space Flight Programs, said the Russians were pouring money into their program while NASA has been forced to cut its budget by about one-third.
