Prior to reporting aboard he was the executive officer of USS GOODRICH QDDR 8319. He was born 11 June 1927 in New York City and was raised in Louisville, Ky. where he graduated with a BS degree from the University of Louisville in 1951. During 1945-1947 he was a midshipman in the Navy's wartime V-5 ipilot trainingl program. Following completion of .Officer Candidate School in May, 1953, he reported as CIC officer of the USS BUCK CDD 7613. After filling a number of billets over a three year span, he became the ship's exe- cutive officer, and in January of 1957 left the des- troyer to take command of USS RAIL CMHC 375. He was next ordered in November 1957 as commanding officer, USS NIGHTINGALE CMSC Q05 507. During 1958-60 he was stationed in London, Eng- land as aide and flag lieutenant to Commander, MSTS in the Eastern Atlantic and Mediterranean area. Upon completion of General Line School in Monterey, Calif., he became CIC officer of the USS LOS ANGELES CCA 1355. In April 1963 he was assigned to the staff of Com- mander Training Cornmand, US Pacific Fleetat San Diego as Anti-Air Warfare and Naval Tactical Data System CNTDSJ training officer. CDR MCKAY wears the American Theatre, Victory Medal--CWorld War Ill, China Service Medal fExtendedJ, National Defense Service Medal with Bronze Star, Korean Service Medal, Vietnam Ser- vice Medal with Bronze Star, and United Nations Service Award. Although I took command relatively late in the deployment, I saw enough to realize you were thor- oughly well grounded in current operations off the coast of North Vietnam. Your shipwide performance in Sea Dragon surveillance and interdiction assign- ments ranked with the best. At present we may be standing too close to the events taking place to assess them in the light they will be viewed by later generations. A guide to the necessity for .ourfvinvolvement .inwattempting to maintain the freedom of South Vietnam can be gained by remembering the ultimate goal of com- munists--wherever they are--domination of the world, and the subsequent imposition of their ideas and their will on all mankind. Our nation is steadfast in maintaining its belief in the right of man to cull, to choose, and to resist any and all attempts at establishing an arbitrary impo- sition of will from above without consulting and ob- taining the will of the majority. In later years, when you are cleaning the attic or storage room and chance upon this remembrance of your deployment to the Western Pacific 1966-67, it is hoped you will find among its pages fond memo- ries, along with those of the hard work you perform- ed under often times very difficult circumstances.
