WAS BORN IN ST. LOUIS, MISSOURI ON JULY 13, 1939, TO PARKER THOMAS AND RUTH OLIVER FINCH. HE AT- TENDED EAST HIGH SCHOOL AND IS A 1961 GRADUATE OF PRINCETON UNIVERSITY WITH A BACHELOR OF ARTS DEGREE IN HISTORY. IN 1972 HE RECEIVED HIS MASTER OF BUSI- NESS ADMINISTRATION DEGREE FROM HARVARD UNIVERSITY. HIS FIRST DUTY ASSIGNMENT AFTER RECEIVING HIS COMMISSION IN 1962 WAS ABOARD USS FRANK E. EVANS IDD-7541, FOLLOWED BY A TOUR AS AIDE AND FLAG LIEUTEN- ANT TO COMMANDER, MIDDLE EAST FORCES. AFTER A TOUR IN THE OFFICE OF THE CHIEF OF NA- VAL OPERATIONS AS REPRESENTA- TIVE TO THE NATIONAL INDICA- TIONS CENTER, CAPTAIN FINCH SERVED AS OPERATIONS OFFICER AND ENGINEER OFFICER ABOARD USS O'CALLAHAN IDE-10511. UPON GRADUATION FROM HAR- VARD UNIVERSITY, HE SERVED AS COMMANDING OFFICER, MILITARY SEALIFT COMMAND OFFICE, SATTA- HIP, THAILAND. FOLLOWING A TOUR AS EXECUTIVE OFFICER OF USS BENJAMIN STODDERT CDDG-221, AND A SECOND TOUR IN THE OF- FICE OF THE CHIEF OF NAVAL OPER- ATIONS AS PERSONNEL EXCHANGE PROGRAM MANAGER, CAPTAIN FINCH NEXT SERVED AS COMMAND- ING OFFICER, USS KINKAID IDD-9651. PRIOR TO ASSIGNMENT AS COM- MANDING OFFICER, USS ACADIA QAD-421, CAPTAIN FINCH WAS A MEM- BER OF THE PACIFIC FLEET PROPUL- SION EXAMINATION BOARD. CAPTAIN FINCH HAS BEEN AWARD- ED THE MERITORIOUS SERVICE MEDAL, NAVY COMMENDATION MEDAL, MERITORIOUS UNIT COM- MENDATION, NATIONAL DEFENSE SERVICE MEDAL, VIETNAM SERVICE MEDAL AND VIETNAM EXPEDITION- ARY MEDAL. HE IS MARRIED TO THE FORMER SALLY L. SHAFER OF SYRACUSE, NEW YORK. THEY PRESENTLY RE- SIDE IN CORONADO, CALIFORNIA.
