Dear Mr. President: We have been following with great interest your remarks and administration’s policy regarding public education and the role of the federal government in that endeavor. We were particularly interested in a radio news report of your speech in Indianapolis on Thursday, Dec. 8. I understand that you reported in the speech about a Kentucky school district that emphasized academics over sports. We ap- plaud this concept and we agree that it is discipline, not dollars, that our schools need; we also believe, however, that outstanding efforts deserve recognition, even if those efforts are not on the athletic field. We have for years advocated such policies and we would like you to know about the fruit of our efforts. We are both parents whose children went through school when the most impor- tant events in the school calendar were always athletics; in 1964 one of us was a retired school teacher and the other was an active school teacher. We decided something needed to be done to recognize talent in other areas. Together with two local industries and the local PTA we sponsored a banquet recognizing outstanding scholars. Four years ago our local banks joined to help us finance this project. Once a year, students with the highest grade point averages in the local schools are the guests of the sponsors at a dinner in their honor; scholastic letters are awarded. In order to qualify for the award, a student must maintain a 3.5 averse in the basic courses. Special awards are made for students with 4.0 averages and extra special awards for students able to maintain a 4.0 average for the entire four years of high school. The honored students prepare and present the program; the 4.0 students act as masters of ceremonies. Although the cost of the students’ dinners are paid by local industry, families and guests are invited to attend at their own cost. The taxpayer pays no part of the expenses. We feel that this program encourages outstanding scholarship and we en- courage others to follow our lead of 19 years. Very truly yours, Mrs. L. A. Moreland Mrs. J.
