The same type of officers will staff a volanteer army as a regular array. Certainly those in the corporal ranks are not going to take over. Senator Robert Packvvood One month prior to the implementation of the draft lottery system, Senators Ribicoff and Packwood spent an evening in Foster devoted to an analysis of the nation's Selective Service System. Senator Ribicoff, a former Democratic governor of Connecti- cut and Secretary of Health, Education and Welfare under John Kennedy, had reservations regarding a volunteer army and urged substantial draft reform. Defending the COIlCCpt of a volunteer army, Senator Pack- wood told the audience that a 552 billion increase in expendi- tures needed to finance the volunteer system was a legiti- mate worry. but that the added funds would make the army a more desirable career for a young man. Proceedings of the drag? are conafueted like sacred rituals. The rules are garbled. We shoaldrft approve a system that leaves a man in limbo for six years. Senator Abraham Ribicoff

Fayette now has a mayor of all the people, something we have never had before. And 1, along with the three or four other black mayors in this country, have to prove to white America that we're not going to use our powers as mayor to get back at them. Charles Evers ' . tg: gay' - Rss Don't make the same mistakes we did. We were so busy learning how to make a living, we forgot to learn how to live. Dick Gregory A I felt it was important that somebody test the city to see whether or not the people of Los Angeles were ready to make their judgement on the basis ofa man's qualifications, his ability, what he proposes to do for the city rather than on the irrelevantfactor ofhis race. Thomas Bradley In terms of attendance, audience response, and substantive discussion, the first program could be termed a success-but more important, as the evening ended, black and white were not only talking but listening to each other, just because of this, the program could be termed a triumph. A Foster throng of 2,000 watched as Dick Gregory, Charles Evers, and Thomas Bradley gave their own unique versions of the black experience. His anger splotched with drops of humor, comedian Gregory continually delighted and muted the audience with his pro- found insights into black problems and their possible solu- tions. Mississippi Mayor Evers, regarded by some black and White militants as an Uncle Tom, impressed the crowd with his sincerity and down to earth realism regarding black-white relations. Los Angeles City Councilman Bradley, softspoken and artic- ulate, spoke of black problems in an urban context and the significance of black participation in urban elections. + .

Dissent-positive constructive dissent is central to the healthy functioning of a democracy. It must be protected and pre- served. Winton Blount Technology must be adapted to the consumer, rather than the consumer to technology. Ralph Nader Upon arriving at the U of A campus, Postmaster General Winton Blount and his aides were rather disturbed to see the poster publicizing his speech. Blount preferred to speak on thc quality of American life. That evening in Morgan Auditorium, the quality of American life seemed to be in a state of flux. A youthful protestor was physically threatened by some so-called responsible adults who happened to disagree with his anti-war stand. An effete corps of impudent freaks performed numerous theatrics throughout the evening in an unsuccessful attempt to pro- voke Blount. Both sides were probably disappointed with Blount's speech, since it was conciliatory, rational and even commendable. The Postmaster General stated that the American system has not readjusted to the politics of confrontation. It clearly rejects those methods. And so those who practice them be- come increasingly angry in rhetoric-increasingly impotent in action and increasingly frustrated. There is the danger that their frustration may lead them to acts which will bring the weight of the majority down on them. He hadn't eaten since noon, and a frantic travel schedule had left him nearly exhausted. He had refused to fly to Tusca- loosa in the provided University plane, the feels that non- commercial aircraft are the most unsafe means of transporta- tionj but had practically flown there anyway via a hastily rented automobile. Having arrived at Foster, he removed his safety belt and shoulder harness, walked directly to the speaker's podium to greet the crowd that had awaited him for more than an hour. Denouncing everything from hot dogs to unsafe automobiles, Ralph Naderls powerhouse ad- dress was interrupted repeatedly by laughter and applause. The following Naderisms were included in that address: On auto safety, We have the technology now to make an almost completely safe car, a car in which human beings could crash at 60 miles per hourf' On air pollution, ffWhen you walk down the streets of Tus- caloosa or any other city today, you are being subjected to forced pollution. This is a new kind of environmental vio- lencef' On the food industry, f'We are in a frito-lay syndrome where a donut doesn't pass muster unless it disintegrates when touchedf'
