Andy, as he was known to most of us, will be greatly missed. He was the type of person you could count on to help out in any situation. His easy going personality and light hearted attitude times, both, overseas and at home. Always smiling, Andy had a way of cheering you up when you were feeling down. This was only one of the qualities he possessed that his friends valued so much. He cared a great deal about people and never hesitated to help out a shipmate. There is no doubt that Kevin Anderson was a man of good heart. He consistently proved this by the way he lived his life and how he treated others. Andy proved it one last time the night he fell coming to the aid of a shipmate. lt was an unfortunate event that we all wish never happened, but Andy was the type of man who stood by his friends when they needed help. K 7 J 5 .r ,r L. -T' 4' -n 4 fx-:L WILLIAM HARRISON STANDLEY, USN l William Harrison Standley was born in Llkiah, Calitlorriia Ile en tered the Naval Academy in 1891, graduating with the t lass of 1895. His early career in warship-. was distinguished by an heroic action during the Philippine lnsurrection of 1899, when he was commended for bravery in connection with a reconnoitering expedition in hostile territory. ln the years before Wlorld INar I, he si,-ivetl at sea in nearly every type of combatant ship from monitor to battleship and ashore in stations ranging from San Francisco to Samoa. from 1910 to 1919, he returned to the Naval Academy as Assistant to the Superintendent. While there, he supervised a major expansion in the Academy and for eleven months was Commandant of Midshipmen. In the post war years, his duties at sea included tours as Command- ing Officer of the battleships USS VIRGINA and CALIFORNIA. Commander Destroyers, U.S. Fleet and culminated in his appoint- ment as Commander Battle Force. US. Fleet on june 8, 1933. He broke his flag on USS CALIFORNIA and remained at sea until ,Iuly 1, 1933 when he was appointed Chief of Naval Operations, with the rank of Admiral. During his period of office, Secretary of the Navy Swanson was frequently absent due to illness, and Admiral Standley performed the duties of Acting Secretary of the Navy and a member of FDR's Cabinet. He was a United Nations Delegate to the London Naval Conference held in London. England during the period 7 December 1935 to March 25, 1936, and signed the London Naval Treaty on behalf of the United States. Before his retirement on January 1, 1937, he also initiated the Vinson-Trammell Bill, which provided for estab- lishing, building and maintaining the US. Navy at treaty-strength. Recalled to active duty on February 13, 1941, he served for seven months as the Naval Representative on the Planning Board of the Office of Production Management. ln the fall of 1941, he served as the US. Naval member of the Beaverbrook-Harrison Special War Supply Mis.-.ion to the USSR. and, after his return from the Soviet Union, was assigned to the Office of the Secretary of the Navy, Navy Depart- ment as a member of the Roberts Commission appointed by the President on December 18, 1941 to investigate and report the facts to the attack made by the japanese upon Pearl Harbor, T,H., December 7, 1941. ln February 1942, President Franklin D. Roosevelt appointed Admi- ral Standley US. Ambassador to the Soviet Union, and on March 18 the same year, awarded him Distinguished Service Medal with the following citation: For exceptionally meritorious service to the Gov- ernment of the United States in duties of great responsibility during his career as an Officer of the Navy. He remained Ambassador until October 1943. Again recalled to active duty in March 1944, Admiral Standley served in the Office of Strategic Service, throughout the remaining period of hostilities, being relieved of all active duty on August 31, 1945. Hedied in San Diego, California on October 25, 1963 at the age of 91. The best summation of the principles for which Admiral Standley stood can be found in his own words: Finally, we must each of us know, honor, and frequently recall the eternal values of beliefs which we work, for which we are committed to fight, by which, in the long course, we must live or die. ku' . ' -' w EXECUTI E OFFICER Lieutenant Commander Rob- - ert B. Learner was born and 3 raised in Chicago, Illinois. I-Ie is a 3 - graduate of Illinois Institute of Technology, having been award- ed a Bachelor of Science Degree in Economics in May 1975. I-Ie was commissioned through the Naval Reserve Officers Training I Corps in June 1975. I-Ie was pro- moted to his present tank on 1 October 1984. Upon completion of Surface Warfare Officers School Basic, he was assigned to the USS JOSEPH STRAUSS QDDC 165 as Fire Con- trol Officer, subsequent sea tours included USS MAI-ILON S. TIS- f- DALE LFFC 275 as Commission- ing Ship Control Officer and USS CALIFORNIA QCCN 365 as Combat Systems Officer. In 1979, LCDR Learner joined the staff of Surface Warfare Offi- I cers School Command Detach- ment in Coronado, California as a Combat Systems and LMET In- structor. After completing his Instruc- LCDR Robert B. Learner, USN tor tour, he attended the Surface Warfare Officers School Depart- ment I-lead Course specializing in Operations. t In 1986 after com letin his Combat S stems Officer tour on USS CALIFORNIA he P S Y , 1 was assigned to the Personnel Exchange Program, Canberra, Australia as the Link-11 Technical Liaison Officer to the Royal Australian Navy, Royal Australian Air Force and the Headquarters of the Australian Defense Force. LCDR Learner is married to the former Charlene Stanis of Chicago, Illinois. They have two children, Christopher and Alexa. Standley's Western Pacific Deployment, the Adminis- trative Division ensured that all administrative tasks needed crewmembers and their families were completed, living up to their motto of try harder to serve ou better . y Administrative Division consists of the 5hip's Office, Personnel Office, Mas- ter-At-Arms Force, Post Office, Career Counselor's Office and the Chai lain's Office, all of which are operated by the Yeomen, Personnelmen, Postal Clerks, Religious Programmer, Command Master Chief, Career Counselor and the Mas- ter-At-Arms. The Administrative Division supported the 496 man crew of officers and enlisted srsonnel assigned TAD to USS William H. Standley KCC-321 from various SEQENTHFLT commands. As well as providing administrative support to the crew, individuals within the division spent countless hours during UnRep's, helo operations, ConRep's, and Sea and Anchor details, providing the bsritdgfe watch team with their valuable services. EHLERS HMIKSWJ USN Performing routine surgery. 40 The medical department is responsible for the health and well being of the entire ship's crew. Illness' are diagnosed and treated daily during sickcall, emergencies! injuries are treated 24 hours a day. Emer- gency dental treatment is a routine addition to patient care services provided onboard. Regularly scheduled and surprise inspec- tions are conducted by medical department members. Daily environmental safety in- spections are held to insure that a safe and healthy environment is maintained for the crew. Preventive medicine is served by con- tinual monitoring of the ship's water sani- tation, and scheduled pest control surve s EY and treatments.
